At a time whe the intellectual climate is marked by a lack of consensus on the term, this book sets forht a modified model of development at the micro-level- amodel in which culture is placed on the highest pedastal and evaluation provides the key to success. The book is the result of an indepth fieldwork carried out by the author among the Konds of Phullbani district of Orissa. The 'target oriented' approach of the government agencies has made them over inclined towards statistics in the formulation and implementation of development programmes neglecting the socio-cultural factors. This has resulted in a myopic development; the government's offer, in terms of development; the government's offer, in terms of developmental assistance, has either been rejected or at best evoked lukewarm response. The author proposes that the planners must use a cultural lens to devise development programmes, other wise development woult continue to be myopic.
