Book excerpt: In this thesis, the author develops new high-power millimeter wave techniques for measuring the hyperfine structure of positronium (Ps-HFS) directly for the first time in the world. Indirect measurement of Ps-HFS in the literature might have systematic uncertainties related to the use of a static magnetic field. Development of the millimeter wave devices supports the precise determination of Ps-HFS by directly measuring the Breit-Wigner resonant transition from o-Ps to p-Ps without the magnetic field. At the same time, the width of the measured Breit-Wigner resonance directly provides the lifetime of p-Ps. This measurement is the first precise spectroscopic experiment involving the magnetic dipole transition and high-power millimeter waves. The development of a gyrotron and a Fabry-Pérot cavity is described as providing an effective power of over 20 kW, which is required to cause the direct transition from o-Ps to p-Ps. Those values measured by the newly developed millimeter wave device pave the way for examining the discrepancy observed between conventional indirect experiments on Ps-HFS and the theoretical predictions of Quantum Electrodynamics.

Book excerpt: In preparing the program for this Conference, the third in the series, it soon became evident that it was not possible to in clude in a conference of reasonable duration all the topics that might be subsumed under the broad title, "High Energy Physics and Nuclear Structure. " From their initiation, in 1963, it has been as much the aim of these Conferences to provide some bridges between the steadily separating domains of particle and nuclear physics, as to explore thoroughly the borderline territory between the two - the sort of no-man's-land that lies unclaimed, or claimed by both sides. The past few years have witnessed the rapid development of many new routes connecting the two major areas of 'elementary par ticles' and 'nuclear structure', and these now spread over a great expanse of physics, logically perhaps including the whole of both subjects. (As recently as 1954, an International Conference on 'Nuclear and Meson Physics' did, in fact, embrace both fields!) Since it is not now possible to traverse, in one Conference, this whole network of connections, still less to explore the entire ter ritory it covers, the choice of topics has to be in some degree arbitrary. It is hoped that ours has served the purpose of fairly exemplifying many areas where physicists, normally separated by their diverse interests, can find interesting and important topics which bring them together.

The scientific program included 14 topical sessions with 50 invited talks, ranging in length from 20 to 40 minutes. About 70 additional in vited contributions were presented in two evening poster sessions. A third evening session included 4 oral and 18 poster post-deadline presentations.

When humans began to qualify their description of natural phenomena, metrology, the science of measurement, developed along side geometry and mathematics. However, flam antiquity to modern times, the role of metrology was mostly restricted to the need of commercial, social or scientific transactions of local or at most national scope. Beginning with the Renaissance, and particularly in western Europe during the last century, metrology rapidly developed an international character as a result of growing needs for more accurate measurements and common standards in the emerging indus trial society. Although the concerns of metrology are deeply rooted to fundamental sciences, it was, until recently, perceived by much of the scientific community as mostly custodial in character.
