Book excerpt: "Higher education in Latin America and the Caribbean has expanded dramatically in the past 15 years, as the average gross enrollment rate has more than doubled, and many new institutions and programs have been opened. Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. 'At a Crossroads: Higher Education in Latin America and the Caribbean' contributes to the discussion by studying quality, variety, and equity of higher education in Latin America and the Caribbean. The book presents comprehensive evidence on the recent higher education expansion and evolution of higher education labor market returns. Using novel data and state-of-the-art methods, it studies demand and supply drivers of the recent expansion. It investigates the behavior of institutions and students and explores the unintended consequences of large-scale higher education policies. Framing the analysis are the singular characteristics of the higher education market and the market segmentation induced by the variety of students and institutions in the system. At this crossroads, a role emerges for incentives, information, accountability, and choice."

As such, it challenges recent trends towards an increase in internationalization strategies within higher education that privilege Global-North outgoing mobilities and research collaborations to sustain the position of the educational institutions in the international rankings. From this locus, IHE is seen to evolve not only in the fields of teaching, research, and service of an educational institution but also to boost the world’s social development. The book thus illustrates how IHE should be guided by Critical Applied Linguistics (CAL) and Global South’s principles: applied linguistics, praxis, critical thinking, micro and macro relations, critical social inquiry, critical theory, problematizing givens, self-reflexivity, preferred futures, and heterosis. It gauges productivity in terms of universal publication metrics, and considers ranking and research productivity from a comparative perspective. The book considers the use of the “impact factor” as a gauge of publication value, noting that this less important in countries lacking central government appropriations to universities and to research. It argues that pressure to publish in certain journals, and to research topics of interest to English language readers, has been felt differentially in English-language systems, compared to others, but also that performance pressures fall more on younger, more juniour, contract staff, than on senior and tenured professors. It problematizes international comparisons of quality, and analyses the benefits of a zone of ideas and metrics in a common language – promoting international mobility, efficiency, collaboration - but also the costs which are rarely borne equally across countries, languages and cultures. The book provides a strong, evidence-based contribution to major debates in contemporary higher education reforms and the measurement of academic output.

Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of ‘sharing the burden’ in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining ‘the South’ and of conceptualising and engaging with ‘South-South relations.’ Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years.
