Book excerpt: It is an intellectual necessity for universities to be open to participation by scholars and students all over the world; despite this, their sources of funding are almost entirely domestic and primarily governmental. The downloading of universities from national to regional government means that funding is increasingly even regional or local. Policy makers, firms and students, who are increasingly funding universities, are not interested in the development of academic knowledge: they demand teaching, research and services that are useful for local economic development and employability. As a consequence there is a divergence between the aspirations of universities and their stakeholders' needs. Establishing beneficial relations between universities and their stakeholders is vital for the survival of European districts and clusters of SMEs. The research highlights how critical the dilemma is and suggests a theoretical framework for resolving it, through the introduction of a new model of governance for universities and a new concept of knowledge.

For seven economic objectives, college roles in economic development are identified, as are the colleges which serve as examples, possible economic benefits for each objective/role, possible institutional benefits, and some potential concerns. College roles in economic development are described for specific institutions of the following types: regional, urban, historically black, technological, and flagship campuses at state university systems. Also considered are 10 prerequisites for success for college involvement in economic development. Through 11 empirical chapters, the authors not only chart the diversity among case institutions, engagement mechanisms, and regional contexts but also use that diversity to advance a novel conceptual framework, centered on the process of mundaneness, for unpacking university-regions’ everyday activities, taking into account the dynamic, complex, and co-evolving interplay between (a) key social agents and institutions, (b) the contexts in which they are embedded, as well as (c) the historical trajectories and strategic ambitions underpinning context-specific social arrangements and interactions that are mediated by temporal and spatial dimensions. Drawing on evolutionary economic geography, innovation studies, management and organization studies, and historical perspectives, the volume advances a new mode of understanding university-regional engagement as a form of extendable temporary coupling, which also helps to address perennial policy and managerial questions alike of what to do with universities that do not serve local labour market needs and/or are located in regions suffering from brain drain. Although several of the chapters in this volume are aimed at research/teaching universities, much of what is presented throughout can be generalized to all of postsecondary education.
