Book excerpt: Higher education policy and planning in most of the crisis-affected countries have shown a mixed response to the problems of world market crisis started in mid 2008. Some countries have cut back on spending on universities (i.e. Eastern Europe), still others have national education plan to set up new institutions and strengthening the existing ones by assuring large share of public funding to enhance trends of Gross Enrolment Ration in higher education (i.e. India and China). Under this backdrop, it is quite significant to know, what is the present trend of student choice of academic programmes in Universities of developing country like India? In other words, whether there has been a reversible trend in opting for non-market courses or courses that have higher market value? Second, what are the factors impacting the choice of academic courses among students in higher education after financial crisis in world market? Third, what have been the changing prospects of labour market employment of university graduates? Lastly, what are the factors (including market related factors) responsible for drop out of university students in situations of post-market crisis? I employ a combination of quantitative and qualitative techniques to answer these questions. The study uses primary data collected from purposively selected two Indian Universities, i.e. Jawaharlal Nehru University (JNU), New Delhi and Utkal University (UU), Bhubaneswar, Odisha. 482 Graduate and above level of students were randomly invited to participate in the survey. The survey was designed to seek information on students' choice of academic courses, factors impacting such choices, their prospects for labour market employment and on their socio-economic profile. Apart from the survey questionnaire, the study interviewed both students and teachers to explore the more qualitative and interactive factors affecting graduate choice of course and labour market aspirations of university graduates in India. Main Findings The study finds statistically significant relationships between choices of course, motivations for such choice, annual family income, caste and marks/grades obtained in under-graduate stages with that of the prospects for labour market employment for university graduates in two universities. Increasingly the share of university graduates are seen to have expressed their interest to join in academics followed by Research/think-tank other than in private sector companies or even administrative sector. The fact that large part of Indian academic and research organizations and activities are controlled by Government and therefore a crisis in such job is less likely to happen in public/government sector compared to vulnerable private sectors. Even though the administrative jobs like (Indian Civil Services) are in public sector and provides an assured job security, but specific entry requirements (particularly that of age and aptitude) to those services is rarely met with university graduates. Further, the programmes like Language studies graduates are now more likely to show their interest in academic sectors than in private sector. Evidently, the cross-border market transaction and business in India have had specific requirements of language personnel to facilitate the business process in multilingual territories and the closing and slow extinction of such business shops particularly BPOs from India is seen to have reversed the process of choice into academic as their career. The study finds that around one -third of total sample university graduates are not sure about their prospects and choice of labour market after completing their Study. The vulnerability is strongly and statistically associated with the course (i.e. MA/MCA/M.Phil/PhD etc.) the programme (i.e. Social Sciences and Humanities, Sciences and Management and Law), Annual Family income (in Rupees), Social identity of the graduate, and the university in which they have enrolled (Central/National or State-level). A Logit Analysis was run to know the possible market related and other factors influencing the graduate thinking to drop out from their study. The study found that the influence of parental education and income and social identity of the student is more prone to make him/her think to drop out compare to the perceived market fetching of the course of study. Further, the location and nature of university (in this case, whether the university is a Central or State University) in which graduates are produced influences students thinking to drop out. More than two times students from State University are found to have been thinking to drop out compare to Central University. The students availing reservation/quota during admission into graduate programmes in Indian Universities are more than one time less found to have been thinking to drop out compare to students availing other provisions of affirmative action available in Indian universities. Coupled with graduate affirmative action, parental education is found to be significant as a factor associated with students thinking to discontinue the study. Students with illiterate or primary schooling parents are more than two times likely to drop out from the study compare to parents of the students with graduate and above level of education. For those graduates who have had a history of dropping out and join back again in the study are more than one time vulnerable to drop out compare to students who have never discontinue their studies. Policy Implications Amid financial crisis, given the influential role of the capacity of household to meet the educational costs of their children the State policy should strive to minimize the possible gap in widening of inequalities in access to higher education which subsequently will result in polarization of society. Social access to higher education is significant in terms of public funding and management. The perceived reversible trends in choice of course and vulnerability in prospects for employment among university graduates can be attended through sustained public policies for assured courses/programmes and by employment generation for them which may require controlled functioning of the devastating forces of market and international higher education. The scope for cross-border higher education is substantial not only in terms of knowledge sharing and profit making, but have larger implications for sustained growth and development.
