A case study on crossborder university partnerships also provides a model which other universities and development agencies may utilize when positioning higher education as a poverty reduction strategy. A major portion of the book looks at the effort put forth by U.S. universities in partnership with universities in developing countries for the purpose of using knowledge creation and dissemination as a poverty reduction strategy. The policy recommendations presented are useful for international development agencies like the World Bank, and the model demonstrated can be used by universities interested in cross-border partnerships across lines of economic development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. What types of late economic development or 'catch-up' capitalism are associated with different poverty outcomes? Global Poverty addresses these apparently simple questions and the extent to which the answers may be shifting. One might expect global poverty to be focused in the world's poorest countries, usually defined as low-income countries, or least developed countries, or 'fragile states'. However, most of the world's absolute poor by monetary or multi-dimensional poverty - up to a billion people - live in growing and largely stable middle-income countries. At the same time, poverty has not fallen as much as the substantial economic growth would warrant. As a consequence, and as domestic resources have grown, much of global poverty has become less about a lack of domestic resources and more about questions of national inequality, social policy and welfare regimes, and patterns of economic development pursued.
