The synthesis of the case studies has particular relevance as the unemployment or underemployment of higher-education graduates has become a universal issue, challenging all countries whether ‘developing’ or ‘developed’ and irrespective of their political ideology. Now, just as at the time of original publication, the effects of economic stagnation on the one hand, and an unchecked expansion of higher education on the other, are at the centre of the problem. The materials collected in the course of these studies provide a comprehensive data base which allows for some broad conclusions that are generally applicable to the higher-education planning process. The book identifies the determinants of demand for higher education and analyses the transition from higher education to work, as well as the actual mechanisms of the employment system during the latter part of the 20th Century.

Attention is directed to the development of higher education in sub-Saharan African countries since the early 1960s, as well as criticisms currently directed at the sector, and the economic and budgetary environment for resource allocation. The labor market for African college graduates is also analyzed. Labor market summaries are constructed for 15 countries using a wide range of information including rate of return studies, wage structures and trends, recorded vacancies, levels of expatriate employment, and government employment policies. Also discussed are future developments in graduate labor markets and implications for higher education enrollment policy. The unit costs of universities in 24 countries are presented, along with case studies of staff/student ratios, levels of expatriate employment, nonacademic expenditures, and utilization rates of physical facilities. The feasibility of reducing unit costs and student withdrawal rates is also addressed, and examples of how particular policy changes affect costs are provided. The possibilities of reducing government expenditure on higher education through increasing students' contributions is discussed. Current arrangements for student financing for 24 countries are documented. (SW)

There is a lack of clarity and agreement (pact) about a development model and the role of higher education in development, at both national and institutional levels. There is, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. 2. Research production at the eight African universities is not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of universities have manageable student-staff ratios and adequately qualifi ed staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes do not support knowledge production. 3. In none of the countries in the sample is there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. While at each of the universities there are exemplary development projects that connect strongly to external stakeholders and strengthen the academic core, the challenge is how to increase the number of these projects. Book excerpt: The main aim of this study was to explore and describe the circumstances on the ground concerning employability of Environmental Science (ES) graduates in Botswana and to provide evidence that would either confirm or refute claims that graduates in Botswana, in general, are not employable. The second aim of this study was to describe whose role it is to enhance the employability of graduates. Furthermore it was also the aim of this study to investigate whether or not employability audits could be used as a quality assurance mechanism to ensure the employability of graduates in Botswana. These issues were investigated using the contextual framework of employability which explains the quality of higher education in relation to employability of graduates. This research reports on the findings of a case study of the Environmental Science programme offered by the Department of Environmental Science at the University of Botswana which was conducted in June 2012. The study revealed and confirmed gaps among ES graduates in the knowledge, skills and competencies required for the world of work. As a result of these gaps, ES graduates were found not be immediately employable without further on the job training. This created a lot of discontent among employers interviewed. The study concluded that higher education should go beyond providing education for the general development and well-being of individuals and address issues related to employability of graduating students. Conflicts in the possible roles of higher education and industry in enhancing the employability of ES graduates in terms of the changing expectations of the world of work were identified. The study highlighted the possible role of employability audits in enhancing employability not only of ES graduates but all other graduates in Botswana. Furthermore the study recommended that employability audits should be introduced in the tertiary education system of Botswana as a quality assurance mechanism. It further recommended collaboration and partnership with industry as key to the success of any measures put in place for the enhancement of the employability of graduates in Botswana.
