Book excerpt: Volume 2 of the High-Energy Laser Technology Assessment (HELTA) will address itself to the questions 'how' and 'why' the TA was carried out, rather than to the actual impacts of high-energy lasers. The intent is to provide reference material for a future member of the Army staff to use when called upon to perform a TA. The need for the Army to become acquainted with the principles of TA was perceived about two years ago, when Congress passed the Technology Assessment Act of 1972 and created the Office of Technology Assessment. Having neither experience nor expertise in the field, the decision was made to gain both by simply doing a TA, looking at it critically, evaluating mistakes and successes, and then setting down a record by which future technology assessment project managers might be guided. This volume is that record.

Book excerpt: This book presents a scientific assessment of free-electron-laser technology for naval applications. The charge from the Office of Naval Research was to assess whether the desired performance capabilities are achievable or whether fundamental limitations will prevent them from being realized. The present study identifies the highest-priority scientific and technical issues that must be resolved along the development path to achieve a megawatt-class free-electron laser. In accordance with the charge, the committee considered (and briefly describes) trade-offs between free-electron lasers and other types of lasers and weapon systems to show the advantages free-electron lasers offer over other types of systems for naval applications as well as their drawbacks. The primary advantages of free-electron lasers are associated with their energy delivery at the speed of light, selectable wavelength, and all-electric nature, while the trade-offs for free-electron lasers are their size, complexity, and relative robustness. Also, Despite the significant technical progress made in the development of high-average-power free-electron lasers, difficult technical challenges remain to be addressed in order to advance from present capability to megawatt-class power levels.

HELSTF represents a national investment of approximately $800 million in high energy laser technology. As a result of the existing laser technologies and supporting infrastructure, which have an established record of successful and innovative laser testing, research, and development, HELSTF is an important national asset to support continued laser technologies. It is imperative that our nation's military and scientific communities have access to up-to-date facilities for increasingly complex research, development, testing, and evaluation of new and existing laser technologies. National defense also requires that foreign laser technologies be evaluated to counter threats to U.S. and Allied deployed forces. The purpose of the Proposed Action is to enhance the capability of HELSTF in order to better accommodate a more comprehensive suite of lasers, beam directors, sensors, associated equipment, meteorological equipment, multiple test areas, and pointing and tracking systems. The Proposed Action is needed for HELSTF to remain technologically competitive in directed energy development and to provide a comprehensive test facility for all aspects of military laser technology.

Book excerpt: The United States Army is looking for ways to defend against missile and mortar attacks. In this book, the National Research Council assesses a plan to create a 100 kW mobile, solid-state, laser weapon that could defend an area several kilometers in diameter. The NRC provides several recommendations: A 100 kW Laser is of limited value, so the program's goal should be a 400 kW weapon. The Army should proceed with the program in stages, focusing first on a rugged transportable platform for the weapon using existing 25 kW laser technology, then directing resources toward 100kW and 400 kW weapons. The Army should perform a detailed, quantitative study of the effectiveness of a high energy, solid-state laser weapon against future threats. The Army should continue to participate in U.S.-based and international research on high-energy lasers and related equipment. The committee found substantial benefits for the Army's solid-state laser program from other programs outside the Army. The Army should conduct risk-assessments that investigate the effects that a high energy laser may have on other airborne platforms in the vicinity of the target. The Army should study eye safety for both the operators of the laser and for civilians. The results of these studies should be integrated into the development of the weapon.

Book excerpt: Directed Energy Weapons is nothing new to mankind, historically the origination of such weapons falls in centuries ago when first time the famous Greek mathematician, physicist, engineer, inventor, and astronomer Archimedes of Syracuse used different mirrors to collect sunbeams and focusing them on Romans fleet in order to destroy enemy ships with fire. This is known as the Archimedes Heat Ray. Archimedes may have used mirrors acting collectively as a parabolic reflector to burn ships attacking Syracuse. The device was used to focus sunlight onto approaching ships, causing them to catch fire. Of course the myth or reality of Archimedes Heat Ray still is a questionable story, but certain experiments with the help of a group of students from Massachusetts Institute of Technology was carried out with 127 one-foot (30 cm) square mirror tiles in October of 2005 that was focused on a mock-up wooden ship at a range of around 100 feet (30 m). The flames broke out on a patch of the ship, but only after the sky had been cloudless and the ship had remained stationary for around ten minutes. It was concluded the device was a feasible weapon under these conditions.

Book excerpt: Is the DOD pursuing the correct investment strategy for space-based high-energy lasers? Recent advances in lasers, optics, and spacecraft technologies may bring high-energy laser weapons to a sufficient level of maturity for serious consideration as space weapons against the theater ballistic missile threat. An important question is how these dramatic technology improvements have affected the strategic employment concepts for high-energy laser weapons. This study presents a comparison of competing space-based architectures given the progress made with high-energy lasers, large optics, and atmosphere compensation techniques within the past several years. Since the current Airborne Laser program utilizes only airborne assets, it is not part of this study. Three space-based architectures are evaluated against the ballistic missile threat: space-based lasers, ground-based lasers in conjunction with orbiting mirrors, and a combined approach using space-based lasers with orbiting mirrors. The evaluation criteria include the technology risks and the estimated development and deployment costs. Also, technology development programs are described for each of the architectures to address the high-risk areas. The results of this study suggest that the most technically sound and cost efficient architecture is space-based lasers with orbiting mirrors because this approach reduces the total weight and therefore cost on-orbit as well as the overall technical risks.
