Many historic city centers in Latin America have been preserved intact from the colonial era and today may serve institutional, commercial, or residential needs. Now economic forces from outside the region have created a demand for the preservation of historically "authentic" districts. This book explores how heritage tourism and globalization are reshaping the Latin American centro histórico, analyzing the transformation of the urban core from town plaza to historic center in nine cities: Bogotá, Colombia; Buenos Aires, Argentina; Cartagena, Colombia; Cuenca, Ecuador; Havana, Cuba; Montevideo, Uruguay; Puebla, Mexico; Quito, Ecuador; and Trinidad, Cuba. It tells how these pressures, combined with the advantage of a downtown location, have raised the potential of redeveloping these inner city areas but have also created the dilemma of how to restore and conserve them while responding to new economic imperatives. In an eclectic and interdisciplinary study, Joseph Scarpaci documents changes in far-flung corners of the Latin American metropolis using a broad palette of tools: urban morphology profiles, an original land-use survey of 30,000 doorways in nine historic districts, numerous photographs, and a review of the political, economic, and globalizing forces at work in historic districts. He examines urban change as reflected in architectural styles, neighborhood growth and decline, real estate markets, and local politics in order to show the long reach of globalization and modernity. Plazas and Barrios spans all of Spanish-speaking America to address the socio-political dimensions of urban change. Addressing the Mexican flagship tourist initiative of ‘Magical Villages,’ this book shows how government tourism programs do more than craft appealing tourist experiences from ideas of indigeneity, tradition, and heritage. Rather, heritage-centered tourism and multiculturalism are fusing into a strategy of government set to tame and steer indigenous spaces of negotiation by offering alternative multicultural national self-images, which trigger new modes of national belonging and participation, without challenging structural political and social asymmetries. By examining contemporary Mexican tourism policies and multiculturalist ideals through policy analysis and ethnographic research in a mestizo municipalcapital in a majority indigenous Nahua municipality, this book shows how mestizo nationalism is regenerated in tourism as part of a neoliberal governmentality framework. The book demonstrates how tourism initiatives that center on indigenous cultural heritage and recognition do not self-evidently empower indigenous citizens, and may pave the way for extracting indigenous heritage as a national resource to the benefit of local elites and tourist visitors. When communities and regions compete for a greater share of the heritage tourism market, the authenticity and integrity of a heritage can be compromised by the way it is represented. One way to represent heritage is a "cultural route," which has recently been added to definition of "cultural heritage" in the UNESCO World Heritage Convention. The interpretation of a "cultural route," however, continues to evolve, especially in Latin America. In anticipation of the bicentennial celebration of independence from Spain, two cultural routes were separately inaugurated in 2009: the Ruta del Libertador in Ecuador and Venezuela, and the Ruta Libertadora in Colombia. After providing an overview of the historical, political and cultural contexts that surround these routes, this paper draws upon a website content analysis to explores how national identity, cultural heritage and the legacy of Simón Bolívar are represented by the governments of Colombia, Ecuador and Venezuela. These observations and analyses show that while both routes represent a shared heritage, the differences in their representations straddle the definitions of "authenticity" and "cultural heritage," as the Ruta Libertadora in Colombia is a "cultural route" and the Ruta del Libertador in Ecuador and Venezuela is a "cultural tourism route." However, when considered together, the Ruta del Libertador and Ruta Libertadora are a cultural route that more accurately represents a crucial moment in Latin American history: the liberation of South America from Spain, led by Simón Bolívar, "El Libertador."

Book excerpt: Relying on the concept of a shared history, this book argues that we can speak of a shared heritage that is common in terms of the basic grammar of heritage and articulated histories, but divided alongside the basic difference between colonizers and colonized. This problematic is also evident in contemporary uses of the past. The last decades were crucial to the emergence of new debates: subcultures, new identities, hidden voices and multicultural discourse as a kind of new hegemonic platform also involving concepts of heritage and/or memory. Thereby we can observe a proliferation of heritage agents, especially beyond the scope of the nation state. This volume gets beyond a container vision of heritage that seeks to construct a diachronical continuity in a given territory. Instead, authors point out the relational character of heritage focusing on transnational and translocal flows and interchanges of ideas, concepts, and practices, as well as on the creation of contact zones where the meaning of heritage is negotiated and contested. Exploring the relevance of the politics of heritage and the uses of memory in the consolidation of these nation states, as well as in the current disputes over resistances, hidden memories, undermined pasts, or the politics of nostalgia, this book seeks to seize the local/global dimensions around heritage.
