Explains arrangements with McDougall and seeks Washington's approval for them (see GLC02437.00220; also GLC02437.00212). Discusses activities in Canada in regard to Colonel Benedict Arnold and British Colonel Allan McLean. Closes by noting that he believes General Richard Montgomery is in possession of Quebec. [Knox was wrong about this.] Written from Fort George in Lake George, New York. Knox's retained working draft. Docket is written in another hand.

Thanks him for the disinterested attention he has paid Knox in several instances. Assures Osgood he prizes their friendship highly. Reports that George Washington has instructed him to dissolve several corps and reorganize the soldiers whose terms have not expired into an infantry and artillery. Writes, This business has been painful on account of discharging the officers and soldiers at this [severe] season without pay, and in many instances the men are miserably clad. Refers to an instance in summer of 1783 when officers petitioned Continental Congress for land west of the Ohio River (the Newburgh Petition was presented by men who, in many cases, had not been paid for their service in the Continental Army, and they asked for land as payment). Asks if the petition has been considered. Discusses rumors that he may be appointed to take the place of Benjamin Lincoln (presumably as Secretary of War). In a post script, writes I think the pay & other emoluments of a major general, in a separate department, exclusive of any encumbrances... would not be an unreasonable expectation,- and that would satisfy me.

Comments that he and his associates are bound in their ability to carry out orders because the state government of Virginia refuses to help. Mentions the resignation of Thomas Nelson as governor and the election of Benjamin Harrison. Has managed to set up the stores near Westham, close to the river so as to be able to ship them by boat in case of danger, but fears that in an invasion or attack they still may not be able to protect them. Mentions the arrival of an independent Commissary of Military Stores, Captain [Nathaniel] Irish, instructed to report only to General Nathanael Greene. Refers to a letter he enclosed from Davis (Colonel William Davies, Commissioner of War in Virginia; see GLC02437.01324 and GLC02437.01325) about the impossibility of moving the stores by vessel. Makes a case for New London as a final destination for the stores, arguing that it is geographically well-situated and there are many artificers there who are sympathetic to their cause. Mentions Benedict Arnold, Thomas Jones, as well as Mr. Morris (likely Robert Morris, financier) who he will visit in Philadelphia to discuss procuring supplies.
