Expects to see him in a few days as Washington will probably want to see Lincoln before the Army is disbanded. Says the magazines and arsenals cannot be erected without a special order from him.

Knox gives advice to General Lincoln, Southern Department Commander: My ignorance of the Country makes me an inadequate judge of your situation, but the numbers you mention you have to oppose the Enemy is most certainly a very serious matter. This it is to hoped will ultimately be remedied but the mean time will probably be very disagreeable. Advises Lincoln to exercise patience. Relates that the right wing of the Continental Army is in New Jersey, while the left wing and part of the second line are east of the Hudson River. Remarks, The Enemy by shipping off so great a quantity of troops have not enough left to disturb our repose much this winter. We are enjoying ease at your expense. I feel a kind of shame in participating of any entertainment at a time when any part of my friends are in a disagreeable situation.

Mentions that he received Knox's letter of the 19th regarding the French shells and Mr. [John Jacob] Faesch, and asked Mr. Faesch whether he would cast the French shells under his present contract. Mr. Faesch said a new contract would be necessary, so he wrote to Mr. [Robert] Morris to ask for more money, who replied that that he has no hopes of receiving the necessary sums required by Mr. Faesch. However, since the repairs of the arms are of too much importance to be omitted if possible to effect them, he wonders about the propriety of sending on some German prisoners of war, who are armourers, and who wish to obtain their liberation - could they, or would they not be trusted? Reports that he will attend to Mr. [Richard] Frothingham's requisition respecting the Officers in his Department. Finally, says that he suspects that General George Washington will agree with Knox about the Department of Field Commissary of Military Stores, and will be exceedingly happy to have Knox retain such officers as he thinks proper. Free frank signed by Benjamin Lincoln. The body of the letter is written in William Jackson's hand, future secretary of the Society of Cincinnati.

Says the meeting went well and that it will set the military character of America in a high point of view. Says that if the people have any gratitude in them they will now support the army. Wants to have the proceedings published immediately to affect public opinion on the army and asks if Lincoln can have that done. Calls Washington's address a masterly performance. References Lincoln's letter of 12 March. Hopes Colonel Dyer of Connecticut will change his vote and approve the half-pay pensions.

Relates that a man at New Windsor, who was previously with Lincoln and spoke ill of him, has not slandered him recently. I think you know the operations of the human heart too well to suppose that any person who has acted in the high station which you have done can escape the malevolence of disappointment or the reproaches of the ignorant and interested.

Relates that upon asking General George Washington when to be prepared to march his troops, General Washington claimed to be out of touch with the status of preparations, but as soon as he decided, he would let Knox know. Knox relates that this makes him uneasy, as it makes planning the ordnance and stores far more difficult. Describes recent experiments on howitzers of French and of English origin, and explains that they require different shell sizes (see GLC02437.01411), and recommends Captain [William] Stevens and Mr. [John Jacob] Faesch for the job. Recommends reproofing all the shells in Pennsylvania and Maryland because of previous accidents. Describes the recent acquisition by General Washington of cannon from the state of Virginia (see GLC02437.01394). Encloses a list of stores requested for West Point and the field, as well as one prepared by General [William] Irvine for Fort Pitt. Emphasizes the necessity of building the required number of carriages, wagons, tumbrils, and cartridges, and of obtaining the requested number of horses. Also mentions Mr. [Samuel] Hodgdon.

Writes, A Congress of seven States has been lately formed. Our old friend General [Arthur] St. Clair president. Nearly three months elapsed between the time Congress ought to have been and the time it was actually formed. Adds, I have written you an official letter respecting some troops I have ordered to Springfield. Discusses where these troops are currently stationed, and how they will arrive at Springfield. Urges him to keep your attention fixed on the Stores and to afford them as ample protection as your force will admit, and the case may require. Mentions the variety of rumors he has heard regarding the status of Lincoln's regiment, but has heard that Generals [Rufus] Putnam and [Benjamin] Tupper are with him and if so, sends his regards to them.

Writes that this proposal was made without a sufficiency of knowledge or due consideration of the service these artificers have to perform, and cannot be complied with in any degree, without mining all prospects of advantage from the Artillery in the operating of the next campaign. Argues that their artificers have been working under the same officers for a long time and have developed a high level of expertise. Declares also that their skill is necessary to perform repairs at their current location. Comments that difficulty in finding men for the Southern campaign is not sufficient reason for removing the artificers from the artillery park.
