Book excerpt: Encloses Phineas Bruce's report on the Maine lands around the Penobscot and Schoodie as well as the Kennebec Rivers (GLC02437.05087). After reading the report, Jackson says I am decided to take one million in each situation. Has concluded the Mount Desert deal. The terms are: six pence per acre with four equal installments. One quarter of the full payment is due at the executing and delivery of the deeds, with the other quarters due 8, 16, and 24 months later. Bonds will be given for the last three payments. Says this is a good bargain & will add much to the value & importance of the other purchase. Reports that its harbors are very good.

Reports the Legislature had directed the Committee to negotiate for two Million of Acres - this was a great point gained. Says the tract they have in Contemplation is the extreme left flank of the state and will not permit us to come within six miles of Penobscot River, besides which we dislike their reserving a tract of thirty miles by six. Says they had a conference with the committee where it was reported that they wanted to reserve the land between the Kennebec and Penobscot Rivers for retail and to accommodate their Childrens Children. Also the committee claims the six miles east of Penobscot is Indian land. Believes the committee knows as little about the quality of the land as they do. Claims many say the lands between the Penobscot and Schooduck Rivers are the best for agriculture. Also claims that many settlers on land between the Kennebec and Penobscot have taken up and moved eastward. Will learn as much as he can about the land they are to buy. Will give the committee their proposal for the mode of payment. Says it was best not to bring up an application this Session with respect to Foreigners.

Notes he will move forward with the surveys. States he drew upon Duer for [Dollar sign]200 payable at 20 days sight to pay the sums mentioned his letter of 31 July. Says this purchase is an important one to the Concern. References receiving the joint letter of Knox and Duer of 29 July. Following directions from that letter he has notified these gentlemen of the committee who reside in this town of our intention of locating one million between the Penobscot & Schoodie & one Million on the Kennebec. Notes the committee will meet at the end of this week or the beginning of the next and that he will then try to secure the other million he wants to buy. Reports I have no doubt with a little management I shall be able to effect it - they will not negotiate for the sale of the six miles on the Penobscot without the direction of the Legislature, but I will touch them on the subject. Assumes that Knox has taken measures to get the [Dollar sign]5,000 to Boston by 15 August.

The letter said Madame de la Val and Mr. de la Roche will be leaving New York by 18 September with 20 of her people to proceed immediately to Maine. The 20 people are to remain there to prepare their establishment, while she returns to New York to finish the necessary arrangements and conclude the bargain. Before receiving this express, he had engaged a Hingham packet, which he was supposed to pay [Dollar sign]3.50 a day, plus associated costs. The ship has been waiting to leave with 25 days rations since 15 September. Jackson is preparing the ship by having bunks constructed and making straw sacks for bedding. Reports that it is too late in the season to make an establishment that will give them a good impression of the climate and situation, but he will put the best face on every appearance - and no exertions of mine shall be wanting to promote the interest of the association. Stresses that Knox must keep in mind that Jackson must make something out of this concern, that will place me where, and in a situation that you will wish to see me in. Reports the committee [for the sale of lands] has engaged surveyors to run lines through their recent purchases. Believes they should hire someone to go with the surveyors to report back to them.

Begs save him - for godsake save him - he is one of the best men on Earth. Timothy Pickering was appointed the next Postmaster on 12 August 1791.

Adds that if it is approved, a military will be established; hopes Knox will think of him for a position in that new military.
