Book excerpt: The United States Army is undergoing force structure and doctrinal changes to meet the evolving threats facing the nation. To fulfill operational requirements brought about by these changes, Army aviation is developing the RAH-66 Comanche. As a precursor to the Comanche being fielded in operational units, the aircraft must perform to standard during its Initial Operational Test and Evaluation (IOTE). The Army must fashion the IOTE to ensure the Comanche meets the requirements of the future force. To do this, test scenarios must focus on placing the aircraft in environments and situations in which it will be expected to operate. Test scenarios must be kept technically and tactically sound to provide accurate and realistic information. This thesis identifies scenarios which encapsulate future requirements brought about by the Army's migration to the Objective Force. The scenarios have been developed to test and evaluate operational effectiveness measures of performance. The scenarios reflect the early stages of FCS due to Comanche being the first system tested. As doctrine and the systems that comprise FCS continue to evolve, it is recommended to ensure the scenarios remain updated to reflect the most current information and equipment. Recommendations also include methods to alleviate resource constraints.

Book excerpt: The research objective was to determine the effectiveness of a new device concept for helicopter contact flight training and the usefulness of such a device for predicting performance during subsequent flight training. The device was a commercially available captive helicopter attached to a ground effects machine. Two experimental groups of trainees received 3 1/4 or 7 1/4 hours of device training prior to primary helicopter training. In comparison with control groups, both device trained groups (a) were significantly less likely to be eliminated from subsequent flight training for reasons of flying deficiency; (b) required less flight training to attain the proficiency required to solo the helicopter; and (c) received higher grades during early training. Trainees who performed well on the training device tended to perform well during subsequent flight training. Instructors using devices such as this one need not be proficient in the helicopter used for subsequent flight training. (Author).

Book excerpt: Today's decreasing defense budget has forced the military to reduce its spending on operational testing of new equipment, among many other areas. Reduced testing has forced evaluators to focus their attention on possible sensitive issues prior to and during testing of new equipment. The Simulation, Test, and Evaluation Process implemented in 1995 to help reduce testing costs has been an integral part of the test and evaluation process. This thesis develops stochastic simulations to suggest the sensitive aspects of operating and maintaining a system of mobile reconnaissance platforms, specifically a helicopter force, (more specifically the RAH-66 Comanche) prior to and during actual testing. The simulation can also be implemented to compare the effectiveness of different mobile reconnaissance platforms to augment the conduct of side by side field testing of actual platforms. This simple, stochastic, event driven simulation may be used to conduct sensitivity analysis on system design and operational issues, including attrition, for mobile reconnaissance platforms in order to focus the attention of the testers and evaluators on influential parameters during testing. It may also be used to inform force design decision makers.

The instrument display included a moving-map presentation for course guidance, a large (4.5-inch-diameter (11.43-cm)) attitude indicator, and moving-pointer airspeed and vertical-speed indicators. The tests were conducted under simulated instrument flight rules conditions in landing approaches with a helicopter along a 6 (degrees) glide slope at an air-speed of 30 knots.
