Book excerpt: A core position in the knowledge economy policies has been ascribed to higher education. This has enhanced the complexity of the environment in which higher education institutions operate. These deal with a wide range of pressures stemming from the State, the corporate world, the society at large and political interests, let alone those arising from the constituencies of higher education institutions (academics, students and non-academics). Institutions are expected to cope with these pressures by developing strategies involving quality management, performance and assessment, innovation, while reconfiguring the relationships between research, teaching and learning. The core business of higher education is being reshaped, challenging institutions’ internal life to strategically respond to the reconfiguration of their role and missions. Topics such as governance and management, strategies and strategizing, budget control, performance and assessment, quality management, local and regional innovation come to the fore front. Under Pressure: Higher Education Institutions Coping with Multiple Challenges addresses these topics by convening approaches to the understanding of the interactions between policy drivers and institutional practices in governance, funding, performance indicators, regional innovation, strategy and strategizing, quality and management, and professionals.

Book excerpt: This report attempts to define the nature and dimensions of the "college affordability crisis." It covers trends in college costs, student ability to pay, and some of the ways in which affordability problems are being addressed. The report finds that while annual growth in college costs has slowed, cost continues to exceed growth in family income and in the Consumer Price Index, but it notes that high tuition is not universal. It discusses student and family concerns about affordability and debt burdens on students after they leave college. It also notes that institutional reactions to these concerns include an increase in college-supported student aid. In looking at why college costs are rising, it notes that one factor is reduced growth in state funding, but also finds that an increasing number of private four-year colleges discount tuition. The report also discusses changes in federal student aid; looks at other explanations for the growth in tuition, including colleges' financial conditions; reviews policymakers' positions and views on affordability; and gives examples of how the media looks at affordability. Appendix tables provide comparative tuition data vis-a-vis income and enrollment, and grant aid as a percentage of total costs. (Contains 60 references.) (CH)

Book excerpt: A leading economist makes the case that college is still a smart investment, and reveals how to increase the odds of your degree paying off. “Full of easy-to-understand advice grounded in deep expertise and research.”—Martin West, William Henry Bloomberg Professor of Education, Harvard University The cost of college makes for frightening headlines. The outstanding balance of student loans is more than $1.5 trillion nationally, while tuitions continue to rise. And on the heels of a pandemic that nearly dismantled the traditional college experience, we have to wonder: Is college really worth it? From a financial perspective, says economist Beth Akers, the answer is yes. It’s true that college is expensive, but once we see higher education for what it is—an investment in future opportunities, job security, and earnings—a different picture emerges: The average college graduate earns an additionalmillion dollars over their career (compared to those who stopped their education after high school), and on average, two- and four-year schools deliver a 15 percent return on investment—double that of the stock market. Yet these outcomes are not guaranteed. Rather, they hinge upon where and how you opt to invest your tuition dollars. Simply put, the real problem with college isn’t the cost—it’s the risk that your investment might not pay off. In Making College Pay, Akers shows how to improve your odds by making smart choices about where to enroll, what to study, and how to pay for it. You’ll learn • why choosing the right major can matter more than where you enroll • the best criteria for picking a school (hint: not price, selectivity or ranking) • why working part-time while enrolled might set you back financially • why it’s often best to borrow, even if you don’t have to • the pros and cons of innovative alternatives to traditional college • how to take advantage of new, low-risk financing tools Full of practical advice for students and parents, Making College Pay reminds us that higher education remains an engine for opportunity, upward mobility, and prosperity.

Book excerpt: This Congressional hearing report is intended to provide a broad overview of the current state of higher education and establish a foundation for future hearings on more specific topics concerned with the reauthorization of the Higher Education Act. Issues addressed in the report include: costs of going to college; characteristics of those who go to college; kinds of financial available; characteristics of financial aid recipients; distribution of financial aid among private versus public colleges and among dependent versus independent students; types of programs eligible for federal aid; and the role of the college financial aid officer. Included are the transcripts of the testimonies of: David A. Longanecker, Assistant Secretary for Postsecondary Education, who reviewed Title IV eligibility and certification requirements; John B. Childers, of The College Board, who reported on the Board's experiences with financing postsecondary education; Margot Schenet, of the Congressional Research Service, who gave testimony about who gets student aid and where they go to school; Michael T. Nettles, of the United Negro College Fund, who addressed enrollment trends for minority students; and Thomas M. Rutter, Director of Financial Aid at San Francisco State University, who talked about the role of the financial aid administrator. This book was released on 1997 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: These hearings were concerned with the authorization of the Higher Education Act 1998 amendments. The hearing focused on affordability of postsecondary education, simplifying the student financial aid system, and academic quality for students. The document reports testimony of representatives of professional associations and Pennsylvania postsecondary institutions. Some of the views expressed included: the need to simplify the application process and eligibility for Title IV student financial aid programs; the need to continue equal access to Title IV funds for private career schools; the Pell Grant Program as the primary source of financial assistance for community college students; the confusion and wasted time caused by frequent regulatory changes and excessive communications to colleges by the Department of Education; the desirability of reviewing the current needs analysis system to determine whether all relevant data are being used to calculate the expected family contribution; campus-based aid programs (College Work-Study, Perkins Loans, and Student Educational Opportunity Grants) that are crucial for students who wish to attend independent colleges; and the various performance outcome measures that should be used in addition to loan default rates to ensure the educational quality and accountability of colleges.
