Participants included foster parents recruited from Riverside and San Bernardino County who are currently employed through Avant-garde Foster Family Agency.

Book excerpt: The child welfare system is responsible for ensuring the safety and well-being of millions of children. Children who enter the foster care system have experienced abuse in the home, which has caused them to develop mental health disorders. Due to gaps in services provided to youth in the child welfare system, Los Angeles County and the State of California was involved in a class action lawsuit in 2002. This lawsuit challenged the State's neglect to deliver mental health services to foster children. The literature review aimed to understand the consequences of inadequate mental health services for foster youth and the harmful effects of multiple foster care placements. John Kingdon's agenda-setting framework was applied to illustrate the child welfare system's response to the Katie A vs. Bonta class action lawsuit. Additionally, this project defined the adverse outcomes of insufficient mental health services and multiple placements on foster youth who age out of foster care. Limitations were present in this study due to time constraints, and recommendations for further research were proposed.

Book excerpt: Children involved with the foster care system after experiencing parental neglect or abuse are known to face numerous physical, mental, and developmental challenges. Compounding these concerns, youth with a history of maltreatment experience toxic stress that can extend into adulthood. In light of these health risks, timely and thorough physical and mental health care is critical to their well-being. Health care utilization among children in foster care (i.e., out-of-home care), however, is often inconsistent and fragmented, varying based on factors such as a child’s age, gender, race/ethnicity, out-of-home caregiver, and specific health needs. The long-term, predictive effects of these child-level predisposing, enabling, and need characteristics on physical and mental health service use among children in extended foster care was investigated for this thesis research. This was a retrospective longitudinal analysis of data from the second National Survey of Child and Adolescent Well-being. The sample consisted of 451 children who were zero to 17 years old and were in out-of-home care during the 36-month study period. Generalized estimating equations were used to construct population-averaged models while specifying a within-subject working correlation matrix to yield unbiased regression estimates. Younger age and placement with a non-kin caregiver were positively associated with physical health care utilization. The caregiver effect was modified by race/ethnicity; Hispanics residing with non-kin caregivers had the highest adjusted odds of physical health service use. Male gender independently predicted greater mental health care utilization. Older age and clinically significant scores on the Child Behavior Checklist were associated with more mental health service use, but their effects varied by race/ethnicity. White children with scores above the clinical cut-off and older children of Other background had the highest adjusted odds of mental health care utilization. Clinical and non-clinical factors impact longitudinal physical and mental health care utilization among children in foster care. A patient- and family-centered, medical home approach may reduce service barriers by increasing communication and collaboration between caregivers, caseworkers, and healthcare providers. Further, future research with foster youth would benefit from following a standard measure of health need and service use to disentangle causes of healthcare disparities.

The authors capitalize on the longitudinal, multidimensional data to capture the experiences of children and families from the time they are investigated by CPS though multiple follow-up points, and to consider the interdependent nature of the traditional child welfare outcomes of safety, permanence, and well-being. Method: Data was analyzed using bivariate descriptive analysis of variable A (facility offers therapeutic foster care) and variable B (number of clients who received outpatient services ages 0-17). Results: In frequency analysis of variable A, the categorical findings reflect that only 7.6% of facilities offer services to the target population. In descriptive analysis variable B, the average number of youth who received outpatient services is 623.00. The standard deviation is 931.25. Finally, correlation analysis shows the Pearson's Correlation Coefficient r = -0.138. Implications: Although further data iv collection and analysis will be required, clinicians, administrators, and child advocates can work together to begin providing the continued care this population deserves and will need for developmental success.

Book excerpt: The purpose of this study was to discover whether budget cuts have affected the delivery of mental health services to foster children in Stanislaus County. It was hoped that this study would provide insight for future budget allocations. Five foster care parents referred by a local foster family agency were interviewed about their experiences in accessing mental health services for their children, including any barriers they may have encountered, and their perceptions regarding the role of the budget in service provision. The study revealed that all participants were generally satisfied with the mental health care services they had received for their foster children. No participants mentioned encountering major difficulties with accessibility or barriers such as time delays. The participants had varying thoughts regarding the role of recent budget determinations, with opinions ranging from a "definite effect" to "no opinion." Overall, interview responses reflected positive attitudes about experiences with mental health services. This limited study indicated that Stanislaus County may not be experiencing the kind of difficulties with foster care mental health services described in other studies.
