A number of successful prosecutions would send a clear message to those involved that FGM is taken with the utmost seriousness in the UK and will be punished accordingly. There should be an extension to the right to anonymity to include victims of FGM to aid prosecution. The good example of France should be emulated and there is a case for a system that empowers medical professionals to make periodic FGM assessments where a girl is identified as being at high risk. The Multi-Agency Guidelines on FGM should also be placed on a statutory footing to provide a stronger incentive for the provision of training on FGM to all those who need it.The Committee's further recommendations include: the inclusion of mandatory questioning on FGM for antenatal booking interviews and at GP registration, and changes to the Personal Child Health Record/Red Book to refer explicitly to FGM; a requirement for all schools to provide training on FGM and Headteachers to read guidance or face funding penalties; the introduction of FGM protection orders similar to those which exist for forced marriage. In 12 months' time, if reporting does not increase, a failure to report should be made a criminal offence. Better services for women and girls affected by FGM including refuge shelters for those at risk also need to be provided

Book excerpt: Police bail, or pre-charge bail, is a tool that allows the police to continue an investigation without detaining the suspect in custody. The two common situations in which the police use pre-charge bail are: a) where there is insufficient evidence to charge a suspect, and the police wish to continue to investigate without keeping the suspect in custody; and b) where the police have passed the file to the CPS for a charging decision. Being arrested and held on bail is no indication of guilt. It means the police have acted upon a reasonable suspicion, carried out an arrest, and wish to continue to investigate the allegation without holding the suspect in custody. Pre-charge bail has been criticised because there are no limits on the length of time that someone can be bailed or the number of times they can be re-bailed, and the suspect cannot challenge the imposition of bail. This concern has led to two consultations, the first in March 2014 by the College of Policing on the operational use of pre-charge bail, introducing common standards and standardising use across all forces. The second consultation, initiated by Home Office in December 2014, is considering the introduction of statutory time limits on the use of pre-charge bail.

Book excerpt: Calais is the closest entry point to the UK from Europe, with frequent ferry services to Dover, the Eurotunnel Shuttle service to Folkestone, and direct passenger trains to London St Pancras. About 10 million passengers and about £89 billion worth of UK trade pass through the port of Calais every year. A further 20 million passengers pass through the tunnel on Eurostar or the Shuttle. Most of the traffic is freight. Most of the passengers are British citizens on leisure trips. The growing number, and living conditions, of migrants in Calais, and the enhanced security measures brought in to counter them, have affected the residents of Calais, the reputation of the port of Calais, and the ease with which trade and traffic can pass between Britain and the Continent. The number of migrants at Calais has increased over 2014, from an estimated 1,300 in September, to about 2,500 by the end of October. The majority are from countries that have been affected by war or civil unrest. Most are men, and from Somalia, Sudan, Eritrea and Syria - in 2013 Syria overtook Afghanistan as the top country of origin of asylum-seekers in the world. Some of the migrants live in squats and small camps in the town of Calais, but most live in makeshift tents made out of plastic sheets and canvas, poorly constructed, located in empty industrial sites or woodland. The camps are not permanent and Calais is not the final destination, but a staging post for migrants wishing to enter the UK illegally. The UK cannot ignore the issues around Calais. While security in France is the responsibility of the French authorities, the UK operates juxtaposed border controls in Calais and Coquelles. These juxtaposed controls enable all border administration for entry to the UK to take place before passengers and vehicles leave France. Efficient management of queues and the ability to deliver on time are important, both to avoid disruption to carriers' timetables, and to avoid the excessive build-up of traffic on the surrounding road network. As well as ensuring the efficient and timely processing of travellers and freight, the border controls are needed to ensure the integrity of the UK border.

According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. In addition, such efforts need to confront demand and the individuals who commit and benefit from these crimes. The report recommends increased awareness and understanding, strengthening of the law's response, strengthening of research to advance understanding and to support the development of prevention and intervention strategies, support for multi-sector and interagency collaboration, and creation of a digital information-sharing platform. A nation that is unaware of these problems or disengaged from solutions unwittingly contributes to the ongoing abuse of minors. If acted upon in a coordinated and comprehensive manner, the recommendations of Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States can help advance and strengthen the nation's emerging efforts to prevent, identify, and respond to commercial sexual exploitation and sex trafficking of minors in the United States.

While increasing numbers of angiogenesis assays are being described both in vitro and in vivo, it is often still necessary to use a combination of assays to identify the cellular and molecular events in angiogenesis and the full range of effects of a given test protein. Although the endothelial cell - its migration, proliferation, differentiation and structural rearrangement - is central to the angiogenic process, it is not the only cell type involved. the supporting cells, the extracellular matrix and the circulating blood with its cellular and humoral components also contribute. In this book, experts in the use of a diverse range of assays outline key components of these and give a critical appraisal of their strengths and weaknesses. This was a unique conference in that it comprehensively addressed various disorders that affect the organ situated at the "center of the male", the penis. As an important beginning, the sociocultural aspects of the erect phallus were presented by G. Wagner from Copen hagen. The anatomy of the penis and the physiological con ditions of erection were then discussed by K. -P. J Unemann from Mannheim, Germany. Previous conferences on the penis had concentrated only on specific areas of disease such as impotence. However, it became readily apparent that at this conference something new for almost every as pect of disease would be discussed, including congenital disorders such as hypospadias and epispadias, sexually transmitted and noninfectious dermatological diseases, and congenital and acquired penile curvatures and penile fractures. An excellent presentation of managing penile cancer by stage related therapeutic decision was presented by S. C. MUller from Bonn, Germany. There is no better per son to present a discussion of Peyronie' s disease in 1996 from a historical and management perspective than J. Pryor from London, UK. This same degree of expertise was also demonstrated by I. Saenz de Tejada from Madrid, Spain, re garding priapism.
