The Committee believes that it is crucial that select committees follow up their work and do not simply see the publication of a report as the end of the process of scrutiny. Scrutiny should not end with the Dissolution of Parliament. The Scottish Government was clear that the 2014 referendum on independence would be a once generation event, but that does not mean that the relationship between Scotland and the rest of the United Kingdom will remain unchanged. The recommendations of the Smith Agreement will be implemented during the course of the next Parliament. The major package of legislation, and the revised fiscal framework that will accompany it, will require careful and detailed scrutiny, as will any proposals to go further that the Smith Commission envisaged.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

After the work of death ceased at Wounded Knee Creek, the work of memory commenced. For the US Army and some whites,Wounded Knee represented the site where the struggle between civilization and savagery for North America came to an end. For other whites, it was a stain on the national conscience, a leading example of America's dishonorable dealings with Native peoples. For Lakota people it was the site of the"biggest murders," where the United States violated its treaty promises and slaughtered innocents.Historian David Grua argues that Wounded Knee serves as a window into larger debates over how the US's conquest of the indigenous peoples should be remembered. Opposing efforts to memorialize the event ultimately proved a contest over language and assumptions rooted in the concept of "race war" orthe struggle between "civilization" and "savagery." Book excerpt: At any point in the drug development process, systematic reviews and meta-analysis can provide important information to guide the future path of the development program and any actions that might be needed in the post-marketing setting. This report gives the rationale for why and when a meta-analysis should be considered, all in the context of regulatory decision-making, and the tasks, data collection, and analyses that need to be carried out to inform those decisions. There is increasing demand by decision-makers in health care, the bio-pharmaceutical industry, and society at large to have access to the best available evidence on benefits and risks of medicinal products. The best strategy will take an overview of all the evidence and where it is possible and sensible, combine the evidence and summarize the results. For efficacy, the outcomes generally use the same or very similar predefined events for each of the trials to be included. Most regulatory guidance and many Cochrane Collaboration reviews have usually given more attention to assessment of benefits, while issues around combining evidence on harms have not been as well-covered. However, the (inevitably) unplanned nature of the data on safety makes the process more difficult. Combining evidence on adverse events (AEs), where these were not the focus of the original studies, is more challenging than combining evidence on pre-specified benefits. This focus on AEs represents the main contribution of the current CIOMS X report. The goal of the CIOMS X report is to provide principles on appropriate application of meta-analysis in assessing safety of pharmaceutical products to inform regulatory decision-making. This report is about meta-analysis in this narrow area, but the present report should also provide conceptually helpful points to consider for a wider range of applications, such as vaccines, medical devices, veterinary medicines or even products that are combinations of medicinal products and medical devices. Although some of the content of this report describes highly technical statistical concepts and methods (in particular Chapter 4), the ambition of the working group has been to make it comprehensible to non-statisticians for its use in clinical epidemiology and regulatory science. To that end, Chapters 3 and 4, which contain the main technical statistical aspects of the appropriate design, analysis and reporting of a meta-analysis of safety data are followed by Chapter 5 with a thought process for evaluating the findings of a meta-analysis and how to communicate these.

On February 25 - 27, 2009, the Institute of Medicine (IOM) convened the Summit on Integrative Medicine and the Health of the Public in Washington, DC. The summit brought together more than 600 scientists, academic leaders, policy experts, health practitioners, advocates, and other participants from many disciplines to examine the practice of integrative medicine, its scientific basis, and its potential for improving health. Political oppression, forced emigration and endemic poverty have been central to the historiography of nineteenth-century Ireland. This volume problematises the assumption of generalised misery and suggests the many different, and often surprising, ways in which Irish people sought out, expressed and wrote about happiness. Bringing together an international group of established and emerging scholars, this volume considers the emerging field of the history of emotion and what a history of happiness in Ireland might look like. During the nineteenth century the concept of happiness denoted a degree of luck or good fortune, but equally was associated with the positive feelings produced from living a good and moral life. Happiness could be found in achieving wealth, fame or political success, but also in the relief of lulling a crying baby to sleep. Reading happiness in historical context indicates more than a simple expression of contentment. In personal correspondence, diaries and novels, the expression of happiness was laden with the expectations of audience and author and informed by cultural ideas about what one could or should be happy about. This volume explores how the idea of happiness shaped social, literary, architectural and aesthetic aspirations across the century.
