Book excerpt: This thesis is the conclusion of an almost 18-month long process of producing a draft Comprehensive Plan update for the City of Westport, Washington. The key focus of the Comprehensive Plan update was to integrate hazard mitigation and resiliency strategies into the Plan to help plan for a more resilient future for the City. The process of the Comprehensive Plan update included several engagement activities with both the City of Westport staff and the public to assist in developing recommendations for this update. The primary purpose of these engagement activities is to solicit information from the community in an asset-based approach to better understand the assets and values that are of importance to the community and how to protect and enhance these against natural hazards. Although this is an individual thesis project the actual drafting of the Comprehensive Plan update was a collaborative effort between myself and my thesis committee, and was supported by Kevin Goodrich, the Public Works Director for the City of Westport. There has also been significant input from the University of Washington studio team of students and teachers who worked together with the City of Westport and project partners to develop a report with draft recommendations for the Comprehensive Plan update in autumn 2018.

Book excerpt: Hazard mitigation plans (HMPs) can help communities to reduce their losses of lives and property in the face of natural hazards, such as earthquakes and floods, and to qualify for federal funding if a disaster occurs. These plans are particularly important as climate change increases the risk of some types of hazards, including floods. Counties in Washington State (WA) have prepared HMPs, although literature is scarce regarding the quality of these plans and how they were developed. This study investigated the quality of county-level HMPs in WA, along with factors that may lead to higher- or lower-quality plans. Content analysis of 34 plans yielded plan quality scores, which were examined through principal component analysis and a multilevel model of statistical relationships with hypothesized predictor variables, such as indicators of collaborative dynamics (principled engagement and capacity for joint action) and vertical and horizontal diffusion; these indicators were measured through an online survey of 168 hazard planning professionals who had created the plans. Semi-structured interviews qualitatively explored these collaborative dynamics and potential diffusion processes, through a purposive sample of 20 emergency managers and planners. Significant predictors of plan quality included indicators of vertical (state-to-county) and horizontal (county-to-county) diffusion, as well as economic capacity. The study found evidence of indicators of collaborative dynamics, although they did not significantly predict plan quality. Some survey respondents and interviewees expressed that important stakeholders were missing from their planning processes, raising concerns about HMPs’ ability to reflect their respective communities’ needs. This study has implications for contributing to the literature on collaborative governance and policy diffusion and for increasing decision makers’ understanding of the processes that lead to higher-quality plans, which are more likely to be implemented.

Therefore, as well as destructive forces that can be induced by human activity, landslides are part of the earth's natural cyclic process of uplift, erosion, and sedimentation. With the growth of human population and the increasing habitation of ever-steeper slopes and higher altitudes, Man is both experiencing the effects of landslides and causing landslides with increasing frequency. These adverse effects include loss of life, injury, and damage to public and private works, as well as environmental damage. Accordingly, it is an opportune time to address the hazard posed by landslides, and to assess strategies to mitigate that hazard. Assessment of Proposed Partnerships to Implement a National Landslide Hazards Mitigation Strategy: Interim Reports is an interim statement addressing the U.S. Geological Survey's proposal for a national landslide hazards mitigation strategy. The scope of this interim report is constrained to assessing whether all the partners necessary for such a national strategy have been identified by the proposal-conclusions and recommendations to address the remainder of the statement of task will be presented in the committee's final report (e.g., will include comments regarding effective partnership implementation; funding strategies required for an effective mitigation program; and the balance between different components of a national strategy). In addition, in this interim report the committee offers a number of comments intended as interim guidance for the U.S. Geological Survey as it continues to plan a national strategy.
