This book describes the development and practice of U.S. aircraft noise regulation, as well as the practical consequences of regulatory policy. Starting in the pre-jet transport era, the book traces the development of the modern framework for characterizing, standardizing, predicting, disclosing, and mitigating aircraft noise and its effects on airport-vicinity communities. Among other matters, the book treats noise-related consequences of the 1978 deregulation of the airline industry; prediction and mitigation of community reaction to airport noise; land use compatibility planning; recent research and industry trends; and some suggestions for potential improvements to current policy. Initial chapters describe the assumptions underlying aircraft noise regulation, and lay out the chronology of U.S. aircraft noise regulatory practice. Later chapters provide overviews of population-level effects of aviation noise, including health effects, speech and sleep interference, and annoyance. Readers will learn why predictions of the prevalence of aircraft noise-induced annoyance have systematically underestimated adverse community response to aircraft noise, and how such underestimation has complicated approval and funding of airport and airspace improvement projects. They will also learn why attempts at noise-compatible land use planning are seldom fully successful.

It fully documents the noise prediction algorithms, provides instructions for executing the HSRNOISE code, and provides predicted noise levels for the High Speed Research (HSR) program Technology Concept (TC) aircraft. The component source noise prediction algorithms were developed jointly by Boeing, General Electric Aircraft Engines (GEAE), NASA and Pratt & Whitney during the course of the NASA HSR program. Modern Technologies Corporation developed an alternative mixer ejector jet noise prediction method under contract to GEAE that has also been incorporated into the HSRNOISE prediction code. Algorithms for determining propagation effects and calculating noise metrics were taken from the NASA Aircraft Noise Prediction Program.

Book excerpt: Thirty audiometrically screened test participants judged the relative annoyance of two comparison (variable level) and thirty-four standard (fixed level) signals in an adaptive paired comparison psychoacoustic study. The signal ensemble included both FAR Part 36 Stage 2 and 3 aircraft overflights, as well as synthesized aircraft noise signatures and other non-aircraft signals. All test signals were presented for judgment as heard indoors, in the presence of continuous background noise, under free-field listening conditions in an anechoic chamber. Analyses of the performance of 30 noise metrics as predictors of these annoyance judgments confirmed that the more complex metrics were generally more accurate and precise predictors than the simpler methods. EPNL was somewhat less accurate and precise as a predictor of the annoyance judgments than a duration-adjusted variant of Zwicker's Loudness Level.
