By adopting theoretical approaches from the fields of management studies, cultural studies and anthropology, and by using culture as an organising principle, this book develops an innovative framework which provides better insights into what culture is about, what the relations are between culture and planning and how culture influences planning practices. It introduces a 'culturised planning model', consisting of the analytical dimensions: 'planning artefacts', 'planning environment' and 'societal environment', with which to discover the unconscious routines and assumptions, emotions and meanings attached to planning systems and the different concepts used in spatial planning systematically. Book excerpt: Inhaltsangabe:Introduction: Background and Subject of this Thesis: After long negotiations within the Grand Coalition (Große Koalition) and despite jurisdictional criticisms of numerous points, on 31st December 2008 the new inheritance and gift tax law (Erbschaftsteuerreformgesetz - ErbStRG) was published in the Federal Law Gazette (Bundesgesetzblatt), to become effective on 1st January 2009 just in time to avoid the need for retroactive regulations and the related discussions. This marks the end of the discussion about the future of the inheritance tax that has been started by the decision of the Federal Constitutional Court (Bundesverfassungsgericht - BVerfG) from 7th November 2006. The related uncertainity came to an end, at least for now. In its decision the Federal Constitutional Court states, that the discrepance between fair market value and valuation value for significant groups of assets (business assets, portions of coporations, real estate property and agriculture and forestry (AF) businesses) are violating the principle of equality of § 3 sec. 1 of the German Basic Law (Grundgesetz - GG). The legislative was obliged to define a new legislation in line with the constitution until 31 December 2008, latest. On 11 December 2007, the German Federal Government (Bundesregierung) finally agreed on a draft revision of the inheritance and gift tax law and the valuation law. The German Federal Parliament (Bundestag) passed the inheritance tax reform on 27 November 2008 in the 2nd and 3rd reading, during which the finance committee of the German Parliament (Finanzausschuss des Bundestages) made considerable changes to the original draft. The approval in the German Federal Council (Bundesrat) was obtained in the special session of the council on 5.12.2008, the approval of the Federal President (Bundespräsident) on 24.12.2008. Current Situation: In addition to the changes necessary for constitutional reasons, the central concern of the reform is to simplify business takeover by the successors. However, the legislator neither has had the courage to - as hoped by many - completely abolish inheritance taxation, not did he take the opportunity to perform a complete change of the inheritance taxation system which might become mandatory for constitutional reasons. As a symbol of Polish national identity and the religious faith of approximately two-thirds of Poland's population, the Roman Catholic Church was an obvious target of the Nazi regime's policies of ethnic, racial, and cultural Germanization. Jonathan Huener reveals in The Polish Catholic Church under German Occupation that the persecution of the church was most severe in the Reichsgau Wartheland, a region of Poland annexed to Nazi Germany. Here Catholics witnessed the execution of priests, the incarceration of hundreds of clergymen and nuns in prisons and concentration camps, the closure of churches, the destruction and confiscation of church property, and countless restrictions on public expression of the Catholic faith. Huener also illustrates how some among the Nazi elite viewed this area as a testing ground for anti-church policies to be launched in the Reich after the successful completion of the war. Book excerpt: Due to their unparalleled effectiveness and efficiency, polyfluorinated chemicals (PFC) have become essential in numerous technical applications. However, many PFCs brought to market show limited biodegradability, and their environmental persistence combined with toxic and bioaccumulative potential have become a matter of concern in some instances. This volume highlights the synthesis of PFCs, focusing on substances with improved application and environmental properties, which are a challenge for synthetic chemists. Further, modern mass spectrometric techniques for the detection and identification of biotransformation products of PFCs are described. The sorption and leaching behavior of PFC in soil is also addressed in order to predict their fate in the environment. Several contributions discuss the monitoring of PFCs in European surface, ground and drinking waters, treatment options for PFC removal from drinking water, occurrence in food, and the human biomonitoring of PFCs.
