This edition focuses on the friends and contemporaries of Vice-Admiral Horatio Nelson of the Royal Navy. It also explores technical and scientific changes that took place at the turn of the eighteenth century. Contributions include an article by former US Navy Secretary John Lehman on Stephen Decatur and another by Professor John Hattendorf on Admiral Sir John Gambier. It also includes the observations of Professor Benjamin Silliman, an American scientist who visited Britain in 1805. Other characters who appear are ‘Jack Punch’ Perkins, the first black officer in the Royal Navy; William Pringle Green, who was so critical of the results at Trafalgar; and the two Loyalist Richard Bulkeleys, father and son, who served with Nelson at the beginning and at the end of his career. Two articles on technology in the Georgian navy address the surprising developments of the carronade and ballooning in the age of Nelson.

Brian Elson focuses on the significance of the bases for the all-powerful British navy at Halifax and Victoria through the 19th century and the First World War. As he explains, Halifax gave the Royal Navy the land base they needed to project British power along the whole east Atlantic coast of North America. Victorias Esquimault did the same thing for the Pacific coast. During the 1800s the United States grew dramatically, adding huge swaths of lands west, south and north that had belonged to France, Spain, Mexico, and Russia while pushing aside native peoples. More than once the American government came into conflict with Britain over British territory in North America. There were threats of war and annexation, and American popular support for absorbing Canada was strong. In this book Bryan Elson shows how the British presence in Halifax, and later in Victoria, stood in the way of US designs on Canada. American leaders knew that the British Navy, with its bases on both coasts, had the power to cut them off from the rest of the world with a naval blockade. The American threat to Canada was effectively countered by the British presence in these two cities. The two bastions played their most important role in the early years of the First World War. As Bryan Elson explains, in 1914 the United States stood aside while the British Empire, including Canada, took on Germany. In this situation, the British navy including the Canadian navys first east coast warship mounted a show of force by stopping all incoming and outgoing traffic from the port of New York. This lasted until the US finally opted into the war, on the side of Britain, in 1917. Meanwhile, on the west coast the Equimault naval base was buttressed by the extraordinary action of the B.C. provincial government which at the start of the war bought two new submarines from a shipyard in Seattle for the fledgling Canadian navy.

Many historians have suggested that, between the Conquest and the Rebellions (1760s-1830s), Quebec's 'Canadien' inhabitants both boycotted and were excluded from the British criminal justice system. Magistrates, Police, and People challenges this simplistic view of the relationship between criminal law and Quebec society, offering instead a fresh view of a complex accord. Based on extensive research in judicial and official sources, Donald Fyson offers the first comprehensive study of the everyday workings of criminal justice in Quebec and Lower Canada. Focussing on the justices of the peace and their police, Fyson examines both the criminal justice system itself, and the system in operation as experienced by those who participated in it. Fyson contends that, although the system was fundamentally biased, its flexibility provided a source of power for ordinary citizens. At the same time, everyday criminal justice offered the colonial state and colonial elites a powerful, though often faulty, means of imposing their will on Quebec society. This fascinating and controversial study will challenge many received historical interpretations, providing new insight into the criminal justice system of early Quebec.
