Book excerpt: This volume explores institutional change and performance in the resource-rich Andean countries during the last resource boom and in the early post-boom years. The latest global commodity boom has profoundly marked the face of the resource-rich Andean region, significantly contributing to economic growth and notable reductions of poverty and income inequality. The boom also constituted a period of important institutional change, with these new institutions sharing the potential of preventing or mitigating the maladies extractive economies tend to suffer from, generally denominated as the “resource curse”. This volume explores these institutional changes in the Andean region to identify the factors that have shaped their emergence and to assess their performance. The interdisciplinary and comparative perspective of the chapters in this book provide fine-grained analyses of different new institutions introduced in the Andean countries and discusses their findings in the light of the resource curse approach. They argue that institutional change and performance depend upon a much larger set of factors than those generally identified by the resource curse literature. Different, domestic and external, economic, political and cultural factors such as ideological positions of decision-makers, international pressure or informal practices have shaped institutional dynamics in the region. Altogether, these findings emphasize the importance of nuanced and contextualized analysis to better understand institutional dynamics in the context of extractive economies. This book will be of great interest to students and scholars of the extractive industries, natural resource management, political economics, Latin American studies and sustainable development. Dentro de este contexto nos podemos hacer la siguiente pregunta: ¿cómo establecer equilibrio entre el desarrollo económico, científico y tecnológico y la preservación ambiental? No es nada fácil, para muchos casi imposible, dar orientaciones precisas que iluminen este terrible laberinto en que se transformaron las relaciones humanas y el medio ambiente. No pretendemos dar la solución al problema, si es que la hay. Pretendemos dar un paso más e insistir, en lo que muchos otros han hecho a lo largo de los últimos cincuenta años, en continuar dialogando desde una perspectiva ética y ambiental. Poner un límite a nuestra intervención en la naturaleza requiere de una ética global de entornos locales. Nuestras decisiones y la lealtad a ellas, una vida equilibrada, son mucho más caras y consistentes cuando hay una reflexión detrás y un marco de ideas o de valores en el que se encajen. Este trasfondo es la ética, que no es el resultado del compromiso con la ética, sino lo que nos lleva a él. Ética y ecología. En cierto modo, la ecología es una forma de ética y la ética una forma de ecología. Pretendemos encontrar razones para acercar más la economía de la ecología teniendo una visión que se transforme cada vez más en Economía Ecológica y acercar la ecología de la praxis transformándose en Ecología Política. Todo esto para rehacer las conturbadas relaciones económicas y éticas del ser humano con el medio ambiente, unas relaciones que superen las injusticias, la pobreza y el hambre, y para eso el desarrollo sostenible se transforme en fin y horizonte de posibilidad del auténtico desarrollo.

The crisis in the Ukraine has also underscored how connected global industrialized food systems are to nation state geopolitical interests, international alliances, trade relations, and conflicts. The current industrialized resource-intensive food system has persisted because of a complex set of power relations, despite its continuing and deepening social, ecological, and cultural costs.

Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Book excerpt: When taxes are introduced on carbon and energy, and the revenue is used to reduce other taxes, will a positive effect be achieved both for the environment and for the economy? In 1990 Finland was the first country to introduce a tax on CO2. Later, Sweden, Denmark, Netherlands, Slovenia, Germany and the UK followed suit with tax reforms that shifted taxation from labour to carbon and energy. Over the years, CO2 and energy taxes have gradually been raised, so that in Europe taxes of more than 25 billion Euros a year have been shifted. This book examines carbon-energy taxation in detail and looks at tax shifting programmes for lowering other taxes. It offers extensive analysis on the basis of historical data and seeks to answer important questions for policy-making, such as: What was the impact of tax shifting for economic performance and competitiveness? By how much were emissions of CO2 reduced? Could energy-intensive industries cut further down on their fuel demand or did they loose market shares? To what extent was there 'leakage' from Europe, so that production and CO2 emissions were shifted to other countries or regions without CO2-abatement policy? The use of unique and original data, including sector-specific energy prices and taxes, as well as the use of advanced statistical techniques, such as co-integration analysis and panel-regression techniques along with the time-series estimated macro-economic model E3ME, make this a truly comprehensive volume. On the basis of the lessons learned in Europe, this volume indicates how carbon-energy taxation could usefully be combined with emissions trading, and discusses implications for future international climate policy, including how the IPCC recommendations for a gradual escalation in carbon price could be accomplished while preventing carbon leakage.
