El objetivo de la presente obra es analizar en profundidad esos cambios. Se explica así detalladamente cómo, consecuencia de la crisis, se ha abordado una ambiciosa profundización en el seno del modelo económico europeo, con cambios profundos en la gobernanza presupuestaria y económica común, con nuevos instrumentos de gestión como los rescates, el Semestre Europeo y la Unión Bancaria. Estas innovaciones mejoran la gobernanza económica interna de la Unión Europea, pero aún quedan pendientes importantes reformas para lograr una Unión Económica y Monetaria eficiente. La profundización económica, que no ha avanzado en paralelo con la revisión de los Tratados, presenta importantes tensiones para el modelo político de la Unión Europea, como consecuencia de la diferenciación creciente entre Estados miembros de la Eurozona y los que no lo son, y va a requerir importantes cambios en la política europea para responder a los requerimientos de legitimidad política. En segundo lugar, se ha analizado el avance o retroceso de la UE en la escena internacional como consecuencia de la puesta en marcha de las innovaciones del Tratado de Lisboa y del contexto de la crisis. Se constata que con las nuevas instituciones del Alto Representante para la Política Exterior y el Servicio Europeo de Acción Exterior ha mejorado sustancialmente la gestión de la política exterior, y en algunos casos, incluso, la formulación. Se ha estudiado además el impacto de la acción de la UE en distintas instancias internacionales en tiempos de crisis, constatándose algunos avances en la reforma de las instituciones internacionales a través del G20. En paralelo se constata un incremento de la unidad de la posición europea en las Naciones Unidas en relación con la cuestión de los Derechos Humanos así como también un relevante protagonismo, prácticamente hegemónico, en las Conferencias Internacionales de codificación del Derecho internacional privado.

The review procedures before these boards must be exhausted before private parties can seize the EU courts and the boards therefore all fulfil a similar function: filtering cases before they end up before the courts and providing parties by expert-driven review.
