Book Critical Infrastructure Protection Comments on the Proposed Cyber Security Information Act of 2000

Download or read book Critical Infrastructure Protection Comments on the Proposed Cyber Security Information Act of 2000 written by and published by . This book was released on 2000 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report discusses the proposed Cyber Security Information Act of 2000 (H.R. 4246), which is intended to remove barriers to information sharing between government and private industry in order to better address threats to the nation's critical infrastructure. The concern over cyber threats is well placed. While the explosive growth in interconnectivity has contributed immeasurably to the nation's economy and well being, it also presents significant risks to our nation's computer systems and to the critical operations and infrastructures they support, including telecommunications, finance, power distribution, emergency services, law enforcement, national defense, and other government services. Accordingly, government officials are increasingly concerned about attacks from individuals and groups with malicious intentions, such as terrorists and nations engaging in information warfare. Nevertheless, because the federal government does not own all of our nation's critical infrastructures, it is limited in what it can do to protect these assets, and solutions must be tallored sector by sector, through partnerships with sector representatives that address threats, vulnerabilities, and possible response strategies.

Book Who Needs to Know The State of Public Access to Federal Government Information

Download or read book Who Needs to Know The State of Public Access to Federal Government Information written by Patrice McDermott and published by Bernan Press. This book was released on 2008-10-13 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite intense media scrutiny, only a small percentage of the American government's most essential information reaches the average person. This withholding of information is dangerous in a democratic society, where openness is a cherished value. Here are some samples of the topics included in Who Needs to Know?: The history, use, and abuse of national security classification; The state of the Freedom of Information Act in the Bush Administration; Examination of the concept of sensitive but unclassified and the proliferation of such markings to shut off access to information; The administration s suppression of government science and scientists and its impact on policy and on government employees; The manipulation of the media for both political and ideological reasons; Suggestions on how to connect and communicate with organizations and your elected officials to effect a positive change in the state of public access to federal government information. We the people need to understand how to interact with our government, engage in public policy decision-making, and hold the government (and those who act on its behalf or under its regulations) accountable for sharing information. Dr. McDermott provides historical context on this issue, along with expert insights and useful recommendations from her years at the forefront of the battle to protect the public s right to know.

Book The Market or the Public Domain

Download or read book The Market or the Public Domain written by Daniel Drache and published by Routledge. This book was released on 2005-07-08 with total page 412 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examining the powerful idea of the return, reconstitution and redeployment of the public domain in a post-Seattle and post-Washington consensus world order, this innovative book is the most forward-looking and comprehensive examination of the need to rethink the tenants of global free trade. In the past two decades, countries have focused on broadening and guaranteeing market access, and as the pendulum swings back for the market, the issue of investing in the public domain becomes a priority. The authors believe that devising new institutions of governance for a globalizing world requires fundamental change nationally and internationally. They argue that new public spaces, places and services are required to strengthen democracy and create sanctuaries in society where the market mechanism cannot reach. The public domain is an incipient concept that enables states to reduce the intrusiveness of markets and at the same time develop a strong national performance to reduce the inequality and social exclusion in an increasingly volatile global economy. This original volume boasts an impressive list of international contributors who have demonstrated innovation and leadership in their fields. It will strongly appeal to advanced students, academics and policy makers involved in the field of global governance and international political economy.

Book American Defense Policy

Download or read book American Defense Policy written by Paul J. Bolt and published by JHU Press. This book was released on 2005-06-24 with total page 502 pages. Available in PDF, EPUB and Kindle. Book excerpt: American Defense Policy has been a mainstay for instructors of courses in political science, international relations, military affairs, and American national security for over 25 years. The updated and thoroughly revised eighth edition considers questions of continuity and change in America's defense policy in the face of a global climate beset by geopolitical tensions, rapid technological change, and terrorist violence. On September 11, 2001, the seemingly impervious United States was handed a very sharp reality check. In this new atmosphere of fear and vulnerability, policy makers were forced to make national security their highest priority, implementing laws and military spending initiatives to combat the threat of international terrorism. In this volume, experts examine the many factors that shape today's security landscape—America's values, the preparation of future defense leaders, the efforts to apply what we have learned from Afghanistan and Iraq to the transformation of America's military, reflection on America's nuclear weapons programs and missile defense, the threat of terrorism, and the challenges of homeland security—which are applied to widely varied approaches to national defense strategy. This invaluable and prudent text remains a classic introduction to the vital security issues facing the United States throughout its history and breaks new ground as a thoughtful and comprehensive starting point in understanding American defense policy and its role in the world today.

Book The Law and Economics of Cybersecurity

Download or read book The Law and Economics of Cybersecurity written by Mark F. Grady and published by Cambridge University Press. This book was released on 2005-11-28 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cybersecurity is a leading national problem for which the market may fail to produce a solution. The ultimate source of the problem is that computer owners lack adequate incentives to invest in security because they bear fully the costs of their security precautions but share the benefits with their network partners. In a world of positive transaction costs, individuals often select less than optimal security levels. The problem is compounded because the insecure networks extend far beyond the regulatory jurisdiction of any one nation or even coalition of nations. Originally published in 2006, this book brings together the views of leading law and economics scholars on the nature of the cybersecurity problem and possible solutions to it. Many of these solutions are market based, but they need some help, either from government or industry groups, or both. Indeed, the cybersecurity problem prefigures a host of twenty-first-century problems created by information technology and the globalization of markets.
