Reform can and will occur without rifs, but rifs will build resistance and stop reform in its tracks. Moreover, layoffs as a way to help reform government would be particularly inept today when, despite its best efforts, the administration has not succeeded in stimulating the economy to promote real job growth, and the recovery has been characterized by productivity but not job increases.
