What conditions motivate states to accept commitments championed by principled advocacy movements? Joshua W. Busby sheds light on these core questions through an investigation of four cases - developing-country debt relief, climate change, AIDS, and the International Criminal Court - in the G-7 advanced industrialized countries (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States). Drawing on hundreds of interviews with policy practitioners, he employs qualitative, comparative case study methods, including process-tracing and typologies, and develops a framing/gatekeepers argument, emphasizing the ways in which advocacy campaigns use rhetoric to tap into the main cultural currents in the countries where they operate. Busby argues that when values and costs potentially pull in opposing directions, values will win if domestic gatekeepers who are able to block policy change believe that the values at stake are sufficiently important.

Book excerpt: The maritime land and river boundary disputes between the adjacent South American countries of Suriname and Guyana existed long before the two nations gained independence from colonialism. Both countries claim sovereignty over three regions: the Courantyne River which separates them; the New River Triangle, which lies at the southern edge of the adjacent countries; and part of the Caribbean Sea, which extends north from their coastlines. The issue was of little importance until the discovery of important natural resources in the contested regions: gold deposits were found in the New River Triangle and offshore petroleum opportunities arose on the continental shelf. When both nations realized that timely resolution was economically crucial, they renewed efforts to achieve a comprehensive bilateral demarcation. However, a mutually agreeable settlement has proved far more elusive than anticipated.In Intervention Border and Maritime Issues in CARICOM, the contributors address this ongoing boundary dispute as well other maritime disputes between Barbados and Trinidad and Tobago and Guatemala and Belize. The background of the disputes are discussed in the context of international law as well as CARICOM s intervention and non-intervention. The major conflicts have tested the goodwill and ability of member states and CARICOM to find common ground at the leadership level. At a time when the Community is grappling with the erosion of preferential agreements as well as competition for aid from countries in the east of an expanded Europe, striking a harmonious balance with the self-interests of individual states in order to resolve conflict is of supreme importance.Recommendations for the resolution of conflict are offered, including a strengthening of Community mechanisms so as to avoid inciting external interference and intervention in any form. The assertion of individual interests however, will continue to test the flexibility and resourcefulness of CARICOM in absorbing and accommodating these interests. CARICOM must find a way between an inter-governmental approach and a supranational approach that best represents the interests of all of its members.

A Foreign Policy in Transition charts the changing Soviet policies toward Central America and the Caribbean during the Gorbachev years, examines the effects of these policies on individual countries, and looks to the role that Russia and the other Soviet-successor states will play in this region in the 1990s. Jan S. Adams analyzes the factors shaping Gorbachev's foreign policy in Central America by surveying Soviet political views old and new, by describing Gorbachev's bold restructuring of the Soviet foreign policy establishment, and by assessing the implications of his policy of perestroika. A series of country studies demonstrates how changes in Soviet policies and domestic and economic circumstances contributed to significant shifts in the internal conditions and external relations of the Central American and Caribbean nations. This diminutive country boldly and repeatedly exercises the foreign policy of a major power. Although closely tied to the United States through most of its modern history, Cuba successfully defied the U.S. government after 1959, consolidated its own power, and defeated an invasion of U.S.-backed exiles at the Bay of Pigs in 1961. Fidel Castro then brought the world alarmingly close to nuclear war in 1962. Jorge Domínguez presents a comprehensive survey of Cuban international relations since Castro came to power. Domínguez unravels Cuba's response to the 1962 missile crisis and the U.S.-Soviet understandings that emerged from that. He explores the ties that link Cuba to the U.S.S.R. and other Communist countries; analyzes Cuban support for revolutionary movements throughout the world, especially in Latin America and Africa; and assesses the significance of Cuban political and economic relations with Western Europe, Canada, and Japan. Some have charged that Cuba does not have a foreign policy, that Fidel Castro merely takes orders from his Soviet bosses. Domínguez argues that there is indeed a specifically Cuban foreign policy, poised not only between hegemony and autonomy, between compliance and self-assertion, but also between militancy and pragmatism. He believes that within the context of Soviet hegemony Cuba's foreign policy is very much its own, and he marshals impressive evidence to support this belief. His book is based on extensive documentation from Cuba, the United States, and other countries, as well as from many in-depth interviews carried out during trips to Cuba.
