Book Guidelines for Managing Risk in the Australian Public Service

Download or read book Guidelines for Managing Risk in the Australian Public Service written by Australian Government Publishing Service and published by . This book was released on 1995 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Management Advisory Board (MAB) and the Management Improvement Advisory Committee (MIAC), are together responsible for advising the Government on significant public management issues. The board and the Advisory Committee identified "the need for greater recognition of the place of risk management in maximising program effectiveness" as an important issue in the ongoing Australian Public Service (APS) reform program. The reforms are aimed at benefiting the community through efficient and effective delivery of government programs. Features of the recent reforms, such as increased devolution of responsibility, greater flexibility, a focus on results, and accountability, have provided the broad administrative framework for further improvements to occur. This framework, combined with a general environment of continuous change and of limited resources, makes management of risk an important issue for consideration.

This book was released on 2003 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public sector reform has moved on apace since the first of the Commonwealth Public Service Country Profile Series was launched in 1995 when the principles of New Public Management (NPM) were in an early stage of adoption. Since then, the various civil services described in the series have undergone radical change in scope, organization and approach rendering a revision timely. Practicing bureaucrats, diplomats, political and academic audiences will find these new books invaluable in benchmarking best practice in public sector reform across Commonwealth member countries.

Book Calculating Political Risk

Download or read book Calculating Political Risk written by Catherine Althaus and published by Routledge. This book was released on 2013-11-26 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: Calculating Political Risk is rich and illuminating, and much more than a political science treatise. Althaus draws on diverse literature, extensive interviews and intriguing case studies to offer interdisciplinary, practical and nuanced insight. This book provides new perspectives and more precise language for making sense of a critical dimension of politics, policy-making and public management. Evert Lindquist, Director and Professor, School of Public Administration, University of Victoria, Canada This powerful new book is the first ever examination of the hard edge of how political risk - something faced by all political actors innumerable times every day - is calculated and used in decision-making. It opens with an outline of the historical and linguistic origins of risk, the various disciplinary understandings of risk, the risk society concept, and how risk has come to be so prominent in the context of environmental disaster and terrorism. The book then defines political risk and looks at its manifestations in the public sector, from project to high-level political risk. It also looks at risk identification versus risk management and compares the concept of political risk with the private sector practice of risk management. Unique research findings from interviews with over 100 risk practitioners and politicians provide a detailed look at how political actors calculate political risk. Case study-based chapters look in-depth at neat and discrete examples: risk calculation in state development plans in Australia; political risk identification and management in the UK during the mad cow crisis; and US government risk calculation in the post-September 11 context. The final chapters draw together the experiences and lessons learned from the case studies and practitioner insights to formulate a better understanding of what political risk is and what its calculation means in political practice. The author shows how political risk calculation provides a fresh perspective on policy analysis and identifies how political risk is relevant to a broader understanding of politics and political science, as well as policy formulation and implementation on the ground.

This book was released on 1997 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document is one of a series of studies of foreign jurisdictions undertaken to put Canadian federal public service renewal into the broader context of reforms under way internationally, given that much can be learned from the ideas and experiences of others who face similar challenges. It begins with background on the Australian government and the public service reforms that began in the 1970s. Available in PDF, EPUB and Kindle. Book excerpt: This timely publication considers recent developments in environmental risk management as they relate to commercial organizations, including risk transfer through insurance. It starts by looking at characterization of risks based on the hazard-pathway-receptor principles, emphasizing the importance of site specific factors. Environmental risks are increasingly considered as a part of strategic control assessment. Checklists and case studies are presented to assist in review and assessment of environmental risks. Further guidance is offered for decision making under uncertainty, showing the potential of tools such as Monte Carlo analysis and fuzzy logic, and leading to a review of risk assessment and management frameworks. Environmental Risk Management is an accessible and valuable reference to those from a range of backgrounds - including occupational hygiene, safety, quality personnel and operational managers - who are dealing with environmental issues within their organization.

Book The Government of Risk

Download or read book The Government of Risk written by Christopher Hood and published by OUP Oxford. This book was released on 2001-08-23 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why does regulation vary so dramatically from one area to another? Why are some risks regulated aggressively and others responded to only modestly? Is there any logic to the techniques we use in risk regulation? These key questions are explored in The Government of Risk. This book looks at a number of risk regulation regimes, considers the respects in which they differ, and examines how these differences can be justified. Analyzing regulation in terms of 'regimes' allows us to see the rich, multi-dimensional nature of risk regulation. It exposes the thinness of society-wide analyses of risk controls and it offers a perspective that single case studies cannot reach. Regimes analysis breaks down the components of risk regulation systems and shows how they interact. It also shows how different parts of the same regime may be shaped by different factors and have to be explained and understood in quite different ways. The Government of Risk shows how such an approach is of high policy relevance as well as of considerable theoretical importance.

Book Defence Planning and Uncertainty

Download or read book Defence Planning and Uncertainty written by Stephan Frühling and published by Routledge. This book was released on 2014-04-24 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: How can countries decide what kind of military forces they need, if threats are uncertain and history is full of strategic surprises? This is a question that is more pertinent than ever, as countries across the Asia-Pacific are faced with the military and economic rise of China. Uncertainty is inherent in defence planning, but different types of uncertainty mean that countries need to approach decisions about military force structure in different ways. This book examines four different basic frameworks for defence planning, and demonstrates how states can make decisions coherently about the structure and posture of their defence forces despite strategic uncertainty. It draws on case studies from the United States, Australian and New Zealand, each of which developed key concepts for their particular circumstances and risk perception in Asia. Success as well as failure in developing coherent defence planning frameworks holds lessons for the United States and other countries as they consider how best to structure their military forces for the uncertain challenges of the future.

Book Reforming Public Management and Governance

Download or read book Reforming Public Management and Governance written by John Halligan and published by Edward Elgar Publishing. This book was released on 2020-05-29 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the impact of several decades of public sector reform in four Westminster systems – Australia, Canada, New Zealand and the United Kingdom. Political and managerial change has re-defined roles and relationships and how their public sectors function. Often this occurs in comparable ways because of a common administrative tradition, but choices made in different country contexts also produce divergent outcomes. In analysing the results and implications of reform, fundamental issues of and tensions in public administration and management are addressed.
