Book excerpt: Guide to Fuel Treatments analyzes a range of fuel treatments for representative dry forest stands in the Western United States with overstories dominated by ponderosa pine (Pinus ponderosa), Douglas-fir (Pseudotsuga menziesii), and pinyon pine (Pinus edulis). Six silvicultural options (no thinning; thinning from below to 50 trees per acre [tpa], 100 tpa, 200 tpa, and 300 tpa; and prescribed fire) are considered in combination with three surface fuel treatments (no treatment, pile and burn, and prescribed fire), resulting in a range of alternative treatments for each representative stand. The Fire and Fuels Extension of the Forest Vegetation Simulator (FFE-FVS) was used to calculate the immediate effects of treatments on surface fuels, fire hazard, potential fire behavior, and forest structure. The FFEFVS was also used to calculate a 50-year time series of treatment effects at 10-year increments. Usually, thinning to 50 to 100 tpa and an associated surface fuel treatment were shown to be necessary to alter potential fire behavior from crown fire to surface fire under severe fire weather conditions. This level of fuel treatment generally was predicted to maintain potential fire behavior as surface fire for 30 to 40 years, depending on how fast regeneration occurs in the understory, after which additional fuel treatment would be necessary to maintain surface fire behavior. Fuel treatment scenarios presented here can be used by resource managers to examine alternatives for National Environmental Policy Act documents and other applications that require scientifically based information to quantify the effects of modifying forest structure and surface fuels.

Book excerpt: This guide describes the benefits, opportunities, and trade-offs concerning fuel treatments in the dry mixed conifer forests of northern California and the Klamath Mountains, Pacific Northwest Interior, northern and central Rocky Mountains, and Utah. Multiple interacting disturbances and diverse physical settings have created a forest mosaic with historically low- to mixed-severity fire regimes. Analysis of forest inventory data found nearly 80 percent of these forests rate hazardous by at least one measure and 20 to 30 percent rate hazardous by multiple measures. Modeled mechanical treatments designed to mimic what is typically implemented, such as thinning, are effective on less than 20 percent of the forest in single entry, but can be self-funding more often than not. We provide: (1) exhaustive summaries and links to supporting guides and literature on the mechanics of fuel treatments, including mechanical manipulation, prescribed fire, targeted grazing and chemical use; (2) a decision tree to help managers select the best mechanical method for any situation in these regions; (3) discussion on how to apply prescribed fire to achieve diverse and specific objectives; (4) key principles for developing an effective monitoring plan; (5) economic analysis of mechanical fuel treatments in each region; and (6) discussion on fuel treatment longevity. Only some of the many possible kinds of treatments will be effective in any particular stand and there are some stands that seem to defy effective treatment. In many more, effective treatment costs far more than the value of treatment benefits. Understanding the scope of the fuel management challenges in these forests is the first step towards identifying fuel treatment approaches that are likely to be both effective and economically feasible (e.g., self-supporting) in reducing fire hazard.
