Book excerpt: Transportation agencies have recognized that continuous improvement is essential to managing a maintenance organization effectively in the face of growing demand, increasing traffic, tight budgets, and limited staff. Agencies need to improve the effectiveness and efficiency with which they deliver maintenance products and services to customers. Effectiveness refers to the ability of maintenance organizations to deliver products and services that customers want. Efficiency refers to the extent to which resources are minimized in delivering such products and services. In response to the need for continuous improvement, the National Cooperative Highway Research Program (NCHRP) funded NCHRP Project 14-13 - with the objective of developing a primer and a guide on customer-driven benchmarking (CDB). The purpose of the Primer developed for this project is to promote customer-driven benchmarking and educate top management and other managers on the main ideas and benefits. The purpose of the Guide is to provide a "how to" manual. The study has also involved preparing a Final Report, which describes the research project, key findings, conclusions, and recommendations.

This approach is referred to as profit centered maintenance. For example, at Honda of America, it was used extensively to direct maintenance strategy. It was later translated into Japanese for presentation to key Japanese executives. Another excellent example is Boeing Commercial Aircraft Inc. Boeing combined elements from this same Scoreboard with their company-wide maintenance goals to develop ‘The Boeing Scoreboard for Maintenance Excellence.’ Over 60 facility maintenance work units, at region, group and team levels, are evaluated at on-site visits using the Scoreboard criteria.
