Book excerpt: Both the developed and developing nations of the world would like to move toward a position of sustainable development while paying attention to the restoration of natural resources, improving the environment, and improving the quality of life. The impacts of geothermal development projects are generally positive. It is important, however, that the environmental issues associated with development be addressed in a systematic fashion. Drafted early in the project planning stage, a well-prepared Environmental Impact Assessment (EIA) can significantly add to the quality of the overall project. An EIA customarily ends with the decision to proceed with the project. The environmental analysis process could be more effective if regular monitoring, detailed in the EIA, continues during project implementation. Geothermal development EIAs should be analytic rather than encyclopedic, emphasizing the impacts most closely associated with energy sector development. Air quality, water resources and quality, geologic factors, and socioeconomic issues will invariably be the most important factors. The purpose of an EIA should not be to generate paperwork, but to enable superb response. The EIA should be intended to help public officials make decisions that are based on an understanding of environmental consequences and take proper actions. The EIA process has been defined in different ways throughout the world. In fact, it appears that no two countries have defined it in exactly the same way. Going hand in hand with the different approaches to the process is the wide variety of formats available. It is recommended that the world geothermal community work towards the adoption of a standard. The Latin American Energy Organization (OLADE) and the Inter-American Development Bank (IDB)(OLADE, 1993) prepared a guide that presents a comprehensive discussion of the environmental impacts and suggested mitigation alternatives associated with geothermal development projects. The OLADE guide is a good start for providing the geothermal community a standard EIA format. As decision makers may only read the Executive Summary of the EIA, this summary should be well written and present the significant impacts (in order of importance), clarifying which are unavoidable and which are irreversible; the measures which can be taken to mitigate them; the cumulative effects of impacts; and the requirements for monitoring and supervision. Quality plans and Public Participation plans should also be included as part of the environmental analysis process.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: Switzerland's Energy Strategy 2050 requires energy efficiency to be substantially improved, the proportion of fossil fuels in the energy supply to be considerably reduced, and nuclear power to be phased out, while meeting highly ambitious climate protection targets. One of the core implications is the need for a massive increase of the use of renewable sources for electricity generation. In this context, the Swiss Federal Office of Energy (SFOE) estimates that by 2050 deep geothermal energy could contribute 4–5 TWh per year to electricity generation in Switzerland, which would be a substantial contribution to a projected annual power need of 60 TWh. Geothermal energy is attractive because of the very large scale of the resource, its expected relatively low CO2 emissions, and its reliable, all-day domestic availability. However, the future contribution of deep geothermal energy is subject to major uncertainties: How much of this resource can be exploited and at what economic cost? What are the environmental and risk-related externalities that the public must be willing to bear? How does its overall performance compare to competing energy resources? And will the regulatory framework and public acceptance be sufficient to allow geothermal energy to provide a significant contribution? By way of this major interdisciplinary study, already considered a work of reference, TA-SWISS provides answers to these questions in a comprehensive and balanced way, thereby supplying a sound basis for stakeholder decision-making.

An overview of the environmental studies that LASL has conducted relative to its HDR Geothermal Energy Development Project is presented. Because HDR geothermal technology is a new field of endeavor, environmental guidelines have not been established. It is anticipated that LASL's research will lead to the techniques necessary to mitigate undesirable environmental impacts in future HDR developments. To date, results of environmental investigations have been positive in that no undesirable environmental impacts have been found.
