This book, written by a team of international experts, represents the scientific state of the art, providing a comprehensive assessment of the fundamental ecological and economic principles of measuring and valuing ecosystem services and biodiversity, and showing how these can be mainstreamed into public policies. The extent and condition of forests in many parts of the world, however, have declined dramatically during the preceding decades due to unsustainable harvesting of timber, forest fires, urbanization, and conversion to agriculture. At the same time the acknowledged importance of forest ecosystem services (FES) continues to grow, particularly the need for climate change mitigation and adaptation. This paper is a background document developed for the Food and Agriculture Organization of the United Nations (FAO) report on The State of the World’s Forests (SOFO) 2022. It reflects the results of a collaboration between FAO and the Foundation for Sustainable Development (FSD) to update the Ecosystem Services Valuation Database (ESVD). The compilation of systematically reviewed and standardized economic values of FES consolidated in the ESVD includes value estimates for all FES in nine forest ecosystem types and mangroves as per The Economics of Ecosystems and Biodiversity (TEEB) and the System of Environmental-Economic Accounting (SEEA) classifications. This paper offers an improved understanding of the role of forests in sustainable development, and highlights the potential of forests to provide a pathway towards greater resilience and a green recovery.

It discusses what exactly can be valued and the possible use of economic valuation in valuing ecosystem services. Examples of valuation exercises in Belgium are given. We conclude that monetary valuation is promising to value the impact of small changes in ecosystem services on human welfare. The different methods used to value these changes all have advantages and disadvantages. Although some relevant issues concerning the methods themselves remain, the most important issue is to determine how to make practical use of the available data in policy decisions. Guidance is needed on how the data should be used for value transfer.

Urban ecosystem accounting (EA) provides a framework for quantifying changes in the extent and the condition of urban ecosystems and for assessing change in the ecosystem service supply and use over time. As a result, EA provides an information system that can support municipal planning and policy. This report describes a few pilots carried out in Finland and Norway and proposes a draft roadmap for future urban ecosystem accounting in Nordic cities.

The proposed tool provides a prototype for a stepwise methodology to analyze linkages between maritime activities and ecosystem services, and to assess the status of marine ecosystem services as a part of the MSP process. The report addresses the Nordic cooperation needs, economic valuation of ecosystem services and trade-offs between concurrent uses of marine areas and ecosystem services. The study shows that making use of the proposed methodology enables and facilitates the incorporation of an ecosystem services approach in the planning process. However, in order to fully assess its possibilities, and the needs for further improvements, future work should focus on applying the methodology on a comprehensive marine spatial planning case.
