Book excerpt: The proliferation of nuclear, biological, and chemical (NBC) weapons poses major strategic and operational challenges to the United States and an important political challenge to the international community. In the hands of hostile states, these weapons threaten stability in key regions, put U.S. forces at risk, and undermine the U.S. ability to project power and to reassure friends and allies. Increasingly, the American homeland is at risk as well. U.S. intelligence officials routinely warn that more than a dozen states are actively pursuing offensive chemical or biological weapons programs. Moreover, the 1998 Indian and Pakistani nuclear tests, as well as lingering concerns over the status of the North Korean program, underscore the continuing nuclear aspirations of key states. Many states also seek ballistic and, increasingly, cruise missiles or other platforms capable of delivering NBC payloads. Proliferation trends point to a problem of growing complexity: a deepening of NBC capabilities among current proliferators; the spread of NBC-relevant technologies that comprise virtual capabilities for would be future proliferators; and the growing potential for subnational or statesponsored NBC terrorism.

Brown points out that a disposition to employ military power broadly as an instrument of diplomacy was on the rise well before September 11, 2001— and it shows every sign of persisting into the future. While resorting to force may seem to be a reliable way to establish control over a disorderly world, Brown cautions that expecting to gain and maintain control through military prowess could turn out to be a dangerous illusion. In fact, employing new military technologies in an effort to control international terrorist activities, wars, and civil conflicts is likely to pull the United States into excessive commitments and imprudent action. Brown analyzes the growing willingness of U.S. government officials to use force, then critically assesses the strategic, political, and moral implications for the United States. Book excerpt: For more than 40 years, U.S. defense policy and the design of military capabilities were driven by the threat to national security posed by the Soviet Union and its allies. As the Soviet Union collapsed, analysts wondered what effect this dramatic change would have upon defense policy and the military capabilities designed to support it. Strangely enough, this development would ultimately have little effect on our defense policy. Over a decade later, American forces are a smaller, but similar version of their Cold War predecessors. The author argues that, despite many suggestions for significant change, the bureaucratic inertia of comfortable military elites has dominated the defense policy debate and preserved the status quo with only minor exceptions. This inertia raises the danger that American military capabilities will be inadequate for future warfare in the information age. In addition, such legacy forces are inefficient and inappropriately designed for the demands of frequent and important antiterrorist and peace operations. Lacquement offers extensive analysis concerning the defense policymaking process from 1989 to 2001, including in particular the 2001 Quadrennial Defense Review. This important study also provides a set of targeted policy recommendations that can help solve the identified problems in preparing for future wars and in better training for peace operations.

When Saddam Hussein invaded Kuwait in 1990, the paradigm shifted dramatically. Part three examines US decision-making in the period immediately after that invasion. Schwab demonstrates that while forging a broad coalition to turn back Iraq was a significant diplomatic achievement, the international determination that defined the conflict in 1990-1991 eroded and gave way to a cumbersome policy of containment. That policy ultimately resulted in the dissolution of the coalition forged by the first Bush administration and burdened his successors as they struggled to achieve the longstanding goal of creating stability throughout the region. Part four explores the efforts of the Clinton and second Bush administrations in the Gulf. Saddam was one of the primary concerns of the Clinton administration, but so too were al-Qaeda, North Korea, China, and especially Yugoslavia. Indeed, his was the first administration to truly attempt to deal with these kinds of problems in a post-Cold War world. Despite their differences, there was a tremendous amount of continuity in the policies pursued by Clinton and George W. Bush. September 11 changed that, however, as Schwab chronicles in part five. In that section he explores how the current administration's adoption of a more proactive strategy of retaliation and preventative war has given rise to a new national security regime increasingly designed to fight asymmetric war while eliminating perceived threats to our national security and interests.
