Forests and other tree resources are essential for the provision of ecosystem services and contribute largely to future food security, livelihoods and ecosystem stability. Forests and any other trees outside the forest play a relevant role all three great UN conventions (on Climate Change, on Biodiversity, and on Combatting Desertification). The policy processes to implement the measures in these conventions on sub-national, national, regional and international level are extremely complex. This complexity comes, among other factors, from a blend of different sectoral and national interests, from a large number of scientifically not yet entirely resolved issues and a wide range of different biophysical, social, cultural and political conditions all over the world.

Forest watershed managers have recognized that water management is an essential component of forest management. Global environmental change is posing more challenges for managing forests and water toward sustainable development. New science on forest and water is critically needed across the globe. The International Forests and Water Conference 2018, Valdivia, Chile (http://forestsandwater2018.cl/), a joint effort of the 5th IUFRO International Conference on Forests and Water in a Changing Environment and the Second Latin American Conference on Forests and Water provided a unique forum to examine forest and water issues in Latin America under a global context. Wolfe transforms our understanding of Mexican agrarian reform through an environmental and technological history of water management in the emblematic Laguna region. Drawing on extensive archival research in Mexico and the United States, Wolfe shows how during the long Mexican Revolution (1910-1940) engineers’ distribution of water paradoxically undermined land distribution. In so doing, he highlights the intrinsic tension engineers faced between the urgent need for water conservation and the imperative for development during the contentious modernization of the Laguna's existing flood irrigation method into one regulated by high dams, concrete-lined canals, and motorized groundwater pumps. This tension generally resolved in favor of development, which unintentionally diminished and contaminated the water supply while deepening existing rural social inequalities by dividing people into water haves and have-nots, regardless of their access to land. By uncovering the varied motivations behind the Mexican government’s decision to use invasive and damaging technologies despite knowing they were ecologically unsustainable, Wolfe tells a cautionary tale of the long-term consequences of short-sighted development policies.

Book excerpt: Agricultural systems are no longer evaluated solely on the basis of the food they provide, but also on their capacity to limit impacts on the environment, such as soil conservation, water quality and biodiversity conservation, as well as their contribution to mitigating and adapting to climate change. In order to cope with these multiple service functions, they must internalize the costs and benefits of their environmental impact. Payments for ecosystem services are hoped to encourage and promote sustainable practices via financial incentives. The authors show that while the principle is straightforward, the practice is much more complicated. Whereas scenic beauty and protection of water sources provide benefits to the local population, carbon sequestration and biodiversity conservation can be considered international public goods, rendering potential payment schemes more complex. Few examples exist where national or international bodies have been able to set up viable mechanisms that compensate agricultural systems for the environmental services they provide. However this book provides several examples of successful programs, and aims to transfer them to other regions of the world. The authors show that a product can be sold if it is clearly quantified, there exists a means to determine the service's values, and there is a willing buyer. The first two sections of the book present methodological issues related to the quantification and marketing of ecosystem services from agriculture, including agroforestry. The third and final section presents case studies of practical payments for ecosystem services and experiences in Central and South America, and draws some lessons learnt for effective and sustainable development of ecosystem services compensation mechanisms.
