Book excerpt: This paper describes how modern service providers have emerged in the African agricultural sector, a subject that has been vastly understudied. The paper looks at providers of modern rice mills, power tillers, combine harvesters, and production services at a highly productive rice irrigation scheme in Ghana. These service providers earn net profits that are greater than the profits they would likely achieve from simply expanding rice production without investing in respective machines, suggesting that higher returns primarily induce the emergence of these modern providers. Surpluses and experiences from their years of rice production are likely to have provided the primary finance and knowledge required for entry. The service providers emerged by exploiting both the economies of scale and the economies of scope, keeping rice production as the primary source of income, instead of specializing only in service provisions. Key policy implications are also discussed.

The report first focuses on broad economic growth using a rather aggregated 18-sector dynamic general equilibrium model to display the trade-off between rapid growth and structural change. The analysis shows that with the current investment pattern, rapid growth is possible but structural transformation is slow. With an overvalued exchange rate, growth in the tradable sector slows down and its share in the economy stays small. The importance of agriculture thus should be considered in the broad development strategy, for its role not only in poverty reduction but also in economic growth.

Book excerpt: Increasing access to modern electricity services in Sub-Saharan Africa is one of the main development challenges facing the world over the next two decades. The rural economies are overwhelmingly dependent on agriculture; in fact, agriculture and agribusiness comprise nearly half of Africa's gross domestic product (GDP). These enterprises require electricity to grow to their potential, while the expansion of rural energy services needs consumers with consistent power needs to serve as a reliable revenue source. Can agriculture and energy come together in Sub-Saharan Africa to offer a double dividend with benefits to enterprises, households, utilities, and private-sector service providers? This is the central question of this study. Combining agricultural load with other household and commercial power demand can increase the feasibility of extending the grid or creating opportunities for independent power producers and mini-grid operators. Drawing on a suite of case studies, this study offers insights on what it will take to operationalize the opportunities and address the challenges for power-agriculture integration in Africa.

It examines past, present, and future economic growth; demographic changes; the hyperglobalization of trade; the effect of finance on growth; climate change and resource depletion; and the sense of global citizenship and the need for global governance in order to draw longer-term implications, identify policy options for improving the lives of average citizens around the world, and make the case for the need to confront new challenges with truly global policy responses. The book documents how demographic changes, convergence, and competition are likely to bring about massive shifts in the sectoral and geographical composition of global output and employment, as the center of gravity of the global economy moves toward Asia and emerging economies elsewhere. It shows that the legacies of the 2008-09 crisis-high unemployment levels, massive excess capacities, and high debt levels-are likely to reduce the standard of living of millions of people in many countries over a long period of adjustment and that fluctuations in international trade, financial markets, and commodity prices, as well as the tendency of institutions at both the national and international level to favor the interests of the better-off and more powerful pose substantial risks for citizens of all countries. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the 'World Development Report'.
