Africa’s Lions examines the economic growth experiences of six fast growing and/or economically dominant African countries. Expert African researchers offer unique perspectives into the challenges and issues in Ethiopia, Ghana, Kenya, Mozambique, Nigeria, and South Africa. Despite a growing body of research on African economies, very little has focused on the relationship between economic growth and employment outcomes at the detailed country level. A lack of empirical data has deprived policymakers of a robust evidence base on which to make informed decisions. By harnessing country-level household, firm, and national accounts data together with existing analytical country research—the authors have attempted to bridge this gap. The growth of the global working-age population to 2030 will be driven primarily by Africa, which means that the relationship between growth and employment should be understood within the context of each country’s projected demographic challenge and the associated implications for employment growth. A better understanding of the structure of each country’s workforce and the resulting implications for human capital development, the vulnerably employed, and the working poor, will be critical to informing the development policy agenda. As a group, the six countries profiled in Africa’s Lions will largely shape the continent's future. In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Book excerpt: Why do diseases of poverty afflict more people in wealthy countries than in the developing world? In 2011, Dr. Peter J. Hotez relocated to Houston to launch Baylor’s National School of Tropical Medicine. He was shocked to discover that a number of neglected diseases often associated with developing countries were widespread in impoverished Texas communities. Despite the United States’ economic prowess and first-world status, an estimated 12 million Americans living at the poverty level currently suffer from at least one neglected tropical disease, or NTD. Fu draws on almost a decade of research on innovation in Africa to explore these issues and unpack the process, combining a rigorous statistical analysis of a purposely designed multi-wave, multi-country survey with in-depth studies of representative cases. Building on this research, Fu argues that African firms are innovative but unsupported. Those 'under-the-radar' innovations that widely exist in Africa as a result of the constraints are not sufficient to enable Africa to leapfrog the innovation gap in the era of the fourth Industrial Revolution. This is the first comprehensive analysis of the creation and diffusion of innovation in low income countries. It also provides the first survey-based analysis of innovation in the informal economy.
