Book excerpt: This study, another in the series focusing on special issues in transition, reviews the experience of output decline and recovery in the 25 countries of eastern and central Europe and the Baltics, Russia, and other countries of the former Soviet Union. Although these countries began the process of economic transformation with similar circumstances of output decline, the extent of decline, its duration, and the sustainability of recovery in growth varied considerably. The authors explore the factors behind this variation and find that the most important policies promoting early and sustained recovery were ones that supported financial stabilization and structural reforms in key areas such as private sector development, the tax system, economic liberalization, and secure property rights.

Book excerpt: The latest in a series of papers published by the International Monetary Fund on economies in transition examines the experience of disinflation in Central and Eastern Europe, the Baltics, Russia, and other countries of the former Soviet Union between 1993 and 1997. The paper reviews the economic policies underlying the dramatic drop in inflation during those years as well as other variables that facilitated the disinflation and notes that the adjustment of fiscal fundamentals as the driving force behind the disinflation, while nominal anchoring arrangements played a less prominent role. This was contrary to developments in countries, for example, in Latin America, that had experienced high inflation for a long period of time.

Book excerpt: Over the past several decades, civil and ethnic wars have undermined prospects for economic and political development, destabilized entire regions of the globe, and left millions dead. States, Scarcity, and Civil Strife in the Developing World argues that demographic and environmental stress--the interactions among rapid population growth, environmental degradation, inequality, and emerging scarcities of vital natural resources--represents one important source of turmoil in today's world. Kahl contends that this type of stress places enormous strains on both societies and governments in poor countries, increasing their vulnerability to armed conflict. He identifies two pathways whereby this process unfolds: state failure and state exploitation. State failure conflicts occur when population growth, environmental degradation, and resource inequality weaken the capacity, legitimacy, and cohesion of governments, thereby expanding the opportunities and incentives for rebellion and intergroup violence. State exploitation conflicts, in contrast, occur when political leaders themselves capitalize on the opportunities arising from population pressures, natural resource scarcities, and related social grievances to instigate violence that serves their parochial interests. Drawing on a wide array of social science theory, this book argues that demographically and environmentally induced conflicts are most likely to occur in countries that are deeply split along ethnic, religious, regional, or class lines, and which have highly exclusive and discriminatory political systems. The empirical portion of the book evaluates the theoretical argument through in-depth case studies of civil strife in the Philippines, Kenya, and numerous other countries. The book concludes with an analysis of the challenges demographic and environmental change will pose to international security in the decades ahead.

However, while ethnic tourism has the potential to bring economic and social benefits it can also significantly impact traditional cultures, ways of life and the sense of identity of ethnic groups. There is growing concern in many places about how to balance the use of ethnicity as a tourist attraction with the protection of minority cultures and the promotion of ethnic pride. Despite the fact that a substantial literature is devoted to the impacts of ethnic tourism, little research has been done on how to plan ethnic tourism attractions or to manage community impacts of tourism. This book addresses the need for more research on planning for ethnic tourism by exploring the status and enhancement of planning strategies for ethnic tourism development. The book develops the case of a well-known ethnic tourist destination in China -Xishuangbanna, Yunnan. It analyzes how ethnic tourism has been planned and developed at the study site and examines associated socio-cultural and planning issues. The authors evaluate the perspectives of four key stakeholder groups (the government, tourism entrepreneurs, ethnic minorities and tourists) on ethnic tourism through on-site observation, interviews with government officials, planners and tourism entrepreneurs, surveys of tourists and ethnic minority people, and evaluation of government policies, plans and statistics. This book is unique in its emphasis on planning and in its focus on China, rapidly emerging as a major player in tourism, with applications for tourism around the world.
