Book excerpt: Determining The Disparities Between Rural And Urban Areas Is Apparently More Difficult Than It Appears Since It Is Possible To Redefine What Is Urban And What Is Rural. Governments In Asia Use Different Definitions For Urban Areas And Do Not Define Rural Areas, Treating Them As The Undefined Residual. An Area Is Designated As Urban When It Crosses A Certain Population Limit (For Example, 5,000 Inhabitants) Or When Its Population Density Reaches To A Certain Level (For Example, 1,000 Per Square Kilometre). Small Changes In Criteria Can Have A Considerable Impact On The Urbanization Level Of A Country. Rather Than Defining Rural And Urban In Geographical Or Demographic Terms, It Is Desirable To Look At The Character Of The Rural And Urban Society And Its Economy. Economists Define An Area As Urban When The Economy Is Characterized By Non-Extractive Occupations, For Example, Industry, Commerce, That Benefit Particularly From A High Population Density And The Accompanying Infrastructure. Sociologically, Urban May Typify Wider, But Less Personal And Social Relations And A Lifestyle Characterized By Individualism, Anonymity And A Segmentation Of Life. However, Improved Transport And The Relative Reduction In Transport Costs Have Made It Easier To Commute Between An Urban Area And Its Surrounding Rural Areas Or To Temporarily Migrate From Rural To Urban Areas. Resultantly, An Increasing Number Of People Find Temporary Or Permanent Urban Employment In The Urban Areas, While Living Or At Least Being Registered To Live In A Rural Area.

In a simple growth accounting framework, the share of labor in income is found to be lower in the sample group than in developed countries, while factor productivity growth accounts for a larger proportion of growth in the fastest growing countries in the sample. Using panel data, macroeconomic stability is found to play, in addition to investment (physical and human), a crucial role in growth. To a lesser extent, growth is negatively correlated with government consumption and political instability. The terms of trade appear to have no significant effect on growth.

While the increased exposure to world markets (‘globalization’) and relaxation of domestic controls has undoubtedly given a spurt to the GDP growth rate, its impact on poverty, inequality and employment have been controversial. This book examines in detail these aspects of post-reform India and discerns the changes and trends which these new developments have created. Providing an original analysis of unit-level data available from the quinquennial National Sample Surveys, the Annual Surveys of Industries and other basic data sources, the authors analyse and compare the results with other pieces of work in the literature. As well as describing the overall situation for India, the book highlights regional differences, and looks at the major industrial sectors such as agriculture, manufacturing and tertiary services. The important topic of labor market institutions - both for the formal or organized and the unorganized sectors - is considered and the possible adverse effect on employment growth of the regulatory labor framework is examined carefully. Since any reform of this framework must go hand in hand with better state intervention in the informal sector to have any chance of acceptance politically, some of the major initiatives in this area are critically explored. Overall, this book will be of great interest to development economists, labour economists and specialists in South Asian Studies.
