Book excerpt: Southeast Asia has undergone rapid commercial and industrial development over the past half century, which continues to bring economic stability and prosperity to its inhabitants. The combined impacts of population growth, urbanization, and industrialization continue to put pressure on the natural resources and the environment. At the same time, globalization is another momentous challenge for the region. Southeast Asian megacities are some of the most dynamic and diverse regions, which are playing a key role in achieving global sustainability. Twelve out of nineteen megacities of the world are located in the region, where highly developed areas coexist with poorly developing areas where large economic growth is expected. The poor quality of the living standards of the latter creates many environmental problems that are major threats to the inhabitants of the region. The Southeast Asian environment has been degraded by the release of industrial and domestic wastes, agricultural and aquacultural chemicals, and pollutants from automobiles. It suffers from water-related disasters, Tsunami, floods, typhoons, etc. In order to deal with these issues an integrated approach from the inhibitants, governments and researchers is essential. The environmental threats arising from the increasing population, overuse of natural resources, industrialization, urbanization, and natural disasters present ever increasing challenges to pursuing sustainable development of the region. Many developed countries such as Japan have experiences of dealing with severe environmental pollution and this publication is the result of building an academic network among researchers of related fields from different regions to exchange information. This book will be an invaluable source of information for all those concerned with achieving global sustainability within the water environment in developing regions, including researchers, policy makers, NGOs and NPOs.

Groundwater of South Asia is increasingly confronted with overuse and deteriorating quality and therefore requires urgent attention. Management of the stressed groundwater systems is an extremely complex proposition because of the intricate hydrogeological set-up of the region. Strategies for sustainable management must involve a combination of supply-side and demand-side measures depending on the regional setting and socio-economic situations. As a consequence, the challenges of efficient groundwater management require not only a clear understanding of the aquifer configuration, but also demand for the development of a comprehensive database of the groundwater occurrences and flow systems in each hydrogeological setting. In addition, drilling and well construction methods that are appropriate to different hydrogeological formations need to be implemented as well as real-time monitoring of the status of the groundwater use. Also corrective measures for groundwater that is threatened with depletion and quality deterioration need to be installed. Finally, the legal framework of groundwater needs to be rearticulated according to the common property aspect of groundwater. These challenges should revolve around effective groundwater governance by creating an atmosphere to support and empower community-based systems of decision-making and revisit the existing legal framework and groundwater management institutions by fostering community initiatives. This book is relevant for academics, professionals, administrators, policy makers, and economists concerned with various aspects of groundwater science and management.

This complexity, alongside institutional inability for systematic and coordinated collaboration, are potent reasons as to why, in the second decade of the 21st century, formulation and implementation of efficient water quality management policies benefitting humankind and the environment have still not been achieved. Book excerpt: Recent droughts in California have highlighted and refocused attention on the problem of providing reliable sources of water to sustain the State's future economic development. Specific elements of concern include not only the stability and availability of future water supplies in the State, but also how current surface and groundwater storage and distribution systems may be more effectively managed and upgraded, how treated wastewater may be more widely recycled, and how legislative and regulatory processes may be used or modified to address conflicts between advocates of urban growth, industrial, agricultural, and environmental concerns. California is not alone with respect to these issues. They are clearly relevant throughout the West, and are becoming more so in other parts of the US. They have become increasingly important in developing and highly populated nations such as China, India, and Mexico. They are critically important in the Middle East and Southeast Asia, especially as they relate to regional stability and security issues. Indeed, in almost all cases, there are underlying themes of 'reliability' and 'sustainability' that pertain to the assurance of current and future water supplies, as well as a broader set of 'stability' and 'security' issues that relate to these assurances--or lack thereof--to the political and economic future of various countries and regions. In this latter sense, and with respect to regions such as China, the Middle East, and Southeast Asia, water resource issues may take on a very serious strategic nature, one that is most illustrative and central to the emerging notion of 'environmental security.' In this report, we have identified a suite of technical tools that, when developed and integrated together, may prove effective in providing regional governments the ability to manage their water resources. Our goal is to formulate a framework for an Integrated Systems Analysis (ISA): As a strategic planning tool for managing regional water resources; As an evaluation tool for selecting appropriate remediation technologies for reclaiming water; and As an assessment tool for determining the effectiveness of implementing the remediation technologies. We have included a discussion on the appropriate strategy for LLNL to integrate its technical tools into the global business, geopolitical, and academic communities, whereby LLNL can form partnerships with technology proponents in the commercial, industrial, and public sectors.
