Book excerpt: In many military interventions to deter or thwart an invader entering a country friendly to the United States, the United States would benefit greatly from being able to employ-within days rather than weeks-a joint task force that would combine long-range fires from aircraft and missiles with maneuver forces on the ground. Although long-range fires alone might be sufficient in some cases, in many others they would not. If suitable maneuver forces existed and could be used (a function of circumstances), they could greatly enhance the effectiveness of long-range fires, further damage and disrupt the enemy themselves, hedge against some potential failures of the fires, and accomplish other important objectives. They could be especially valuable for conflicts in mixed terrain, and in conflicts in which they linked up with significant friendly forces. They could be quite useful in smaller-scale contingencies as well as major wars. For example, had such forces existed in 1999, more options would have been available to NATO's political leaders in the early stages of the Kosovo operation.

Using a broad range of measures of effectiveness, the authors compared the performance of a Stryker brigade with that of a nondigitized light infantry brigade in certification exercises at the Joint Readiness Training Center and found that the Stryker brigade's superior networking capabilities, superior shared situational awareness, speed of command, and ability to control the speed of command vastly improved the brigade's performance in these exercises. Using NCO measures of effectiveness, this analysis sheds light on the NCO capabilities that made the Stryker brigade a more agile and effective combat force. The RAND team recommends a three component first week ground force of Army and Marine Corps units that would incorporate The RAND analysis integrates work accomplished for recent Defense Science Board summer studies, a 1999 study for the Department of Defense on force transformation, and several other efforts for DoD and Army sponsors. It also reflects much relevant experience of the Marine Corps. The remainder of this brief elaborates on the team's conclusions.

The book documents a specialized model used for mission system analysis, which helps identify critical enablers of early-halt capability: deployment; immediate command-control, intelligence, surveillance, and reconnaissance; ability to employ interdiction forces quickly; and weapon effectiveness. The United States should expect threatened or actual use of mass-casualty weapons against its forces and regional allies and enemy attempts to act quickly and with short warning. On the other hand, the threat's size and quality may be less than usually assumed. On the military side, the book characterizes parametrically the conditions for a successful early halt, thereby identifying high-priority strategic hedges, capability developments, and potential adaptations. The book considers joint forces for interdiction and synergy with rapidly employable ground forces. On the political side, the book notes the premium on continued forward basing, aggressive use of ambiguous warning, and long-range bombers. Continued enforcement of red-line constructs could greatly improve the likelihood of decisive response to ambiguous warning. Countering anti-access strategies would be enhanced by negotiating use of more distant bases and logistic preparation. It will be increasingly unwise to assume use of forward bases, even if technical analysis suggests that the bases could operate under attacks with mass-casualty weapons.

This new methodology, the hybrid, interactive, multiple-attribute, exploratory (HIMAX) process, combines multiple attribute decision making with exploratory modeling to integrate expert opinion to evaluate diverse options, with the intent of generating useful insights. The HIMAX process is demonstrated in this dissertation through an illustrative analysis of future military forces. The specific options considered, which include heavy armored, medium-weight, and light infantry forces, as well as tactical aircraft alone and in combination with special operations forces, are evaluated and compared across a wide spectrum of ground-oriented missions. The unique contribution of this work is the HIMAX process itself, and the mix of capabilities that it brings together, especially the ability to explore implications of divergent minority opinions. This dissertation should be of interest to high-level decision makers, in the Army and the Department of Defense specifically, but also in other large private and public organizations. It should also be of interest to scholars of decision analysis and operations research, and practitioners of policy analysis, defense planning, and business strategy.
