However, the challenges facing the country remain daunting and will require large increases in international support, both financial and technical, to assist the Grenadian authorities turn their impressive resilience plans into action.

Following a huge devastation, owing to back-to-back major storms in 2015 and 2017, Dominica announced its intention to become the first disaster resilient nation. In 2019, it was agreed with the government that the Fund, in consultation and collaboration with other development partners, would provide support for preparing a Disaster Resilience Strategy (DRS), a comprehensive plan including policies, cost, and financing to build resilience against natural disasters.

IMF financing support provides resources to the countries’ authorities for essential health-related expenditures and income support to ease the impact of coronavirus disease 2019 on the population. The countries’ governments have responded to the pandemic by swiftly implementing containment measures, allocating scarce budgetary resources to critical health care spending, and introducing income support to the most affected sectors and households. Protection of the financial system will help cushion the economic impact of the pandemic. Measures have also been taken by the Eastern Caribbean Central Bank to facilitate the provision of credit and safeguard financial stability. Going forward, and once the current crisis dissipates, the authorities intend to push ahead with a comprehensive Disaster Resilience Strategy aimed at building resilience to natural disasters. They are also committed to further strengthening financial sector oversight to safeguard macro-financial stability.

While there are pockets of success, a gap remains between global expectations and local realities. Through a critical realist study of global and local worldviews of resilience in the Pacific and Caribbean islands, this book argues that the global advocacy of DRR remains inadequate because of a failure to prioritise a person-orientated ethics in its conceptualization of disaster resilience. This regional comparison provides a valuable lens to understand the underlying social structures that makes resilience possible and the extent to which local governments, communities and persons interpret and modify their behaviour on risk when faced with the global message on resilience. Book excerpt: This paper presents a Markov switching dynamic stochastic general equilibrium model designed to evaluate the macroeconomic return of adaptation investment to natural disasters (NDs) and the impact of climate change. While the model follows the existing literature in assuming that NDs destroy a share of the public and private capital stocks and a government that can invest in adaptation at an additional cost, it adds several features that are key to the analysis, both in the near (transition) and long (steady state) terms. Those include incomplete markets, financial frictions with collateral constraints, foreign remittances, full menu of tax and government spending instruments, and endogenous climate risk premium. The model is calibrated to the case of Dominica. It finds that NDs have large and persistent negative effects on output and public finances. It also shows that adaptation investment has large returns in terms of private investment, employment, output and tax revenue in the long term, especially under climate change.

Growth in 2021 is estimated to have partly recovered to 5.6 percent, driven by construction and agriculture. The authorities’ policy response helped mitigate the pandemic’s impact through containment measures, increased health and social spending, and an expanded public investment program (including to build resilience to natural disasters). Central government debt rose to 70 percent of GDP in 2021 (from 59 percent in 2019) and the external position has worsened. The financial sector has so far weathered the crisis well.

Book excerpt: This book summarizes approaches that integrate the environmental, economic, and physical domains with the values, and needs of the population are necessary to develop sustainable strategies that will enhance the resilience of small islands, within the context of inter-island differences in geology, ecology, societal attitudes, governance, and human and economic resources. The impacts of coastal damage and flooding are predicted to worsen during this century due to rising sea levels and increases in the frequency and intensity of storms. The usual approach to coastal protection in Small Island Developing States (SIDS) in the Caribbean is to view both the hazards and the solutions from the “Ocean Side” perspective and to react with “hard” engineering solutions. These structural engineering approaches prevent damage and disruptions to services associated with predictable events but leave communities vulnerable to future events that do not follow historical trends. Furthermore, engineered structures do not adequately address the systemic nature of climate change nor account for compounding threats (e.g., coincidence of hurricane season and global pandemics). To move from this traditional strategy for managing risks from coastal hazards, we need to consider a portfolio of solutions that enhance island protection and community resilience. Nature-Based Solutions (NBS) are gaining attention as practical and cost-effective approaches for mitigating climate-based stressors. However, deployment of NBS strategies requires spatial coordination within the context of “ridge to reef” or integrated water resource management (IWRM) approaches that include the creation of conditions for social acceptance, equity, effective governance, and financial incentives.

A first Note (Bellon and Massetti 2022, henceforth Note 1) examines the economic principles that can guide the integration of climate change adaptation into fiscal policy. It argues that climate change adaptation should be part of a holistic, sustainable, and equitable development strategy. To maximize the impact of scarce resources, governments need to prioritize among all development programs, including but not limited to adaptation. To this end, they can use cost-benefit analysis while ensuring that the decision-making process reflects society’s preferences about equity and uncertainty. A second Note (Aligishiev, Bellon, and Massetti. 2022, henceforth Note 2) discusses the macro-fiscal implications of climate change adaptation. It reviews evidence on the effectiveness of adaptation at reducing climate change damages, on residual risks, and on adaptation investment needs, and suggests ways to integrate climate risks and adaptation costs into national macro-fiscal frameworks with the goal of guiding fiscal policy. It stresses that lower-income vulnerable countries, which have typically not contributed much to climate change, face exacerbated challenges that warrant increased international support. This third Note considers how to translate adaptation principles and estimates of climate impacts into effective policies.
