Book excerpt: The phrase greening government was coined by the Committee to describe the objective of ensuring environmental concerns are incorporated into all aspects of government policy, in terms of appraisal and development, as well as in operational aspects of departmental performance (such as recycling waste and reducing energy consumption). Following on from the Committee's previous report on the Greening Government Initiative (HCP 961, session 2002-03; ISBN 0215013786) (November 2003), this report focuses on the progress made during the period from April 2002 to March 2003. The Committee concludes that, although progress continues to be made in some areas, there is a perceptible loss of overall momentum, particularly in embedding sustainable development within government policy making.

Book excerpt: The phrase 'greening government' was coined by the Committee to describe the objective of ensuring environmental concerns are incorporated into all aspects of government policy, in terms of appraisal and development, as well as in operational aspects of departmental performance (such as recycling waste and reducing energy consumption). This is the Committee's sixth report on this topic which seeks to highlight the findings of the memorandum prepared by National Audit Office ('Sustainable Development in Government (SDiG) report 2004') covering the year 2003-04, which is included as an appendix. Findings include that there continues to be significant variations between progress of individual departments, with performance having deteriorated in relation to waste recovery, water use and paper procurement; and with specific concerns raised about departmental progress against carbon reduction targets.

Book Green Healthcare Institutions

Download or read book Green Healthcare Institutions written by Institute of Medicine and published by National Academies Press. This book was released on 2007-06-14 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: Green Healthcare Institutions : Health, Environment, and Economics, Workshop Summary is based on the ninth workshop in a series of workshops sponsored by the Roundtable on Environmental Health Sciences, Research, and Medicine since the roundtable began meeting in 1998. When choosing workshops and activities, the roundtable looks for areas of mutual concern and also areas that need further research to develop a strong environmental science background. This workshop focused on the environmental and health impacts related to the design, construction, and operations of healthcare facilities, which are part of one of the largest service industries in the United States. Healthcare institutions are major employers with a considerable role in the community, and it is important to analyze this significant industry. The environment of healthcare facilities is unique; it has multiple stakeholders on both sides, as the givers and the receivers of care. In order to provide optimal care, more research is needed to determine the impacts of the built environment on human health. The scientific evidence for embarking on a green building agenda is not complete, and at present, scientists have limited information. Green Healthcare Institutions : Health, Environment, and Economics, Workshop Summary captures the discussions and presentations by the speakers and participants; they identified the areas in which additional research is needed, the processes by which change can occur, and the gaps in knowledge.

Book excerpt: This is the Committee's eighth report on the sustainable operations on the Government estate. There has been some progress against targets but the Sustainable Development Commission has found that in 2007-08 the Government was not on track to meet its target for the reduction of carbon emissions from its own buildings. The Government was on track to meet its targets for recycling and for the sourcing of electricity from renewable sources, but it performed less well than it had in 2006-07. It must improve the sustainability of its operations each year. The ease with which the Government continues to meet some targets, even when its performance worsens, indicates the urgent need for the Government to set itself more stringent targets. The Government should extend the system of targets and monitoring beyond central government and agencies to the wider public sector, including its outsourced operations. The Government has the potential to drive change in the wider economy through sustainable procurement, through investment in low carbon technologies and by driving the development of "green" skills in the workforce. But the Sustainable Development Commission found that Government performed poorly against its own targets. The Government must use its buying power to drive progress towards a greener economy. Many of the changes to the governance of Government's sustainable operations have been confusing or ineffective. The Government must ensure that there is a clear line of accountability for these matters, and the Cabinet Office Minister responsible must take an active role in overseeing performance management.

Book Standards for Internal Control in the Federal Government

Download or read book Standards for Internal Control in the Federal Government written by United States Government Accountability Office and published by Lulu.com. This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: AN EVEN GREENER GOVERNMENT: IMPROVING THE GREENING GOVERNMENT STRATEGY TO MAXIMIZE ITS IMPACT Report of the Standing Committee on Government Operations and Estimates Tom Lukiwski, Chair JUNE 2019 42nd PARLIAMENT, 1st SESSION Published under the authority of the Speaker of the House of Commons SPEAKER'S PERMISSION The proceedings of the House of Commons and its Committees are hereby made available [...] The parliamentary privilege of the House of Commons to control the publication and broadcast of the proceedings of the House of Commons and its Committees is nonetheless reserved. [...] In the United States, the Department of Defense and the military services similarly account for most of the U. S. government's energy use, Nancy Sutley, who served as the chair of the White House council on environmental quality from 2009 to 2014, told the Committee. [...] Through an Enhanced Use Lease agreement, the Army agreed to lease 14,000 acres to the venture, which is producing energy and providing maintenance to the base in exchange for the right to sell excess electricity on the commercial grid.2 Some of DND's emissions, along with those of the Royal Canadian Mounted Police (RCMP) and the coast guard, are exempt from the Greening Government Strategy targets [...] The Committee also notes that DND (which was not part of the Committee study) and PSPC continue to account for the bulk of the federal government's GHG emissions, and the Committee recognizes the actions those departments have already taken to address that fact.

Book Greengov Challenge

Download or read book Greengov Challenge written by and published by . This book was released on 2010 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: On October 19, 2009, the White House launched the GreenGov Challenge to ask all Federal and military personnel to share ideas about how the federal community can lead by example, green the government, and meet the goals of President Obama's Executive Order on Federal Sustainability. The GreenGov Challenge generated more than 5,000 ideas and 165,000 votes from 14,000 federal employees. This report presents the results of the GreenGov Challenge. Each category includes a list of unique ideas, listed by popularity as determined by the number of votes. Each idea is attributed to individuals as they identified themselves, with some individuals submitting multiple ideas. The total vote count for the top idea in each category is included, along with a 'word cloud' that represents the frequency with which specific words and concepts appeared in submissions. Major themes that emerged from the 5,000+ ideas that were submitted are summarized and presented as well. The GreenGov Challenge demonstrated that the federal community is committed to leading by example through transforming how they work in practical ways that have real results. Many of the ideas that were submitted--like eliminating cafeteria items that can't be recycled or composted--can be implemented immediately. Others--like installing motion sensors to lighting systems and retrofitting bathrooms to conserve water--will take resources and planning over the longer term. Taken as a whole, the results of the GreenGov Challenge help to illuminate a course of action that will make the Federal government's operations more sustainable, responsible, and efficient. And for that, the Federal community owes each individual who has participated in the GreenGov Challenge a debt of gratitude.
