Book excerpt: One of the most exciting new trends in water quality management today is the movement by many cities, counties, states, and private-sector developers toward the increased use of Low Impact Development (LID) to help protect and restore water quality. LID comprises a set of approaches and practices that are designed to reduce runoff of water and pollutants from the site at which they are generated. By means of infiltration, evapotranspiration, and reuse of rainwater, LID techniques manage water and water pollutants at the source and thereby prevent or reduce the impact of development on rivers, streams, lakes, coastal waters, and ground water. This book summarizes 17 case studies of developments that include Low Impact Development (LID) practices and concludes that applying LID techniques can reduce project costs and improve environmental performance. This book also compares green energy programs and policies in China and the United States.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

This paper examines six conducted studies with different approaches in order to determine the greatest barriers for implementation and how the Chinese government is making use of green technologies in terms of improving the environment. The issue of additional cost, incremental time, the bureaucratic system and the lack of public interest and information play a major role for the evaluation. Research findings provide an analysis of the current state of affairs, gives a critical summary and lists possible solutions to make the green building program more efficient. Enforceable regulations, a more transparent governance, credible evaluation processes, flexible incentives for developers, and a supportive environment for public interests groups, as well as a green strategy plan are all options to be considered.

Energy efficiency is one of the quickest, cheapest, cleanest ways to address energy and environmental challenges. In China, gaining a megawatt of electricity by building more generating capacity costs four to six times as much as saving a megawatt through greater efficiency--and that ignores the environmental costs of using fossil fuels. Yet China currently is building the equivalent of two 500-megawatt power plants every week. More than half of the world's new construction is taking place in China and India alone. Buildings account for around 30 percent of the world's total energy consumption and a similar percentage of the world's greenhouse gas emissions. The way buildings are designed and constructed today not only will have an impact on their operating costs, but will affect the world's energy consumption patterns and environmental conditions for many years to come.
