Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

They are still under-represented in international trade, and their contributions to value-added remain comparatively low as they have difficulties in moving or expanding into high value-added activities. This report provides a comprehensive overview of the implementation of the ten principles of the Small Business Act for Europe (SBA) in the seven EU pre-accession economies over the period 2016-18. It monitors progress against similar assessments performed over the past decade and identifies the outstanding challenges affecting SMEs. It also provides targeted recommendations to remove barriers to SME development and unleashing their potential for driving inclusive economic growth.

Book excerpt: In The Kremlin Playbook 2: The Enablers, the CSIS Europe Program and the Center for the Study of Democracy explored whether some of these jurisdictions and companies could be enabling forces that amplify Russian malign economic influence in some countries in Europe. The study analyzed the following case study countries: Austria, Czech Republic, Italy, Montenegro, the Netherlands, and Romania. The report shows that some countries facilitate or enable Russian malign economic influence, and by doing so these enablers actively participate in the weakening and discrediting of their own democratic structures. The Kremlin Playbook 2 concludes that Russian malign economic influence and illicit finance operate in a financial gray zone that is a clear and present danger to U.S. national security as well as transatlantic security. To push back against this threat, the United States and its European allies must take decisive action to limit Russia’s malign behavior in their financial systems. Only transparency and enforcement of our rule of law can guarantee trust in the system and rebuild confidence in democratic institutions.

The volume includes an overview and four sections, covering respectively: (1) innovations in terms of measurement of poverty and inclusion in the region (the concept of inclusion as elaborated at the EU level, innovations in survey design to suit the measurement of inclusion, methodological insights from qualitative work); (2) innovative country level analysis (updating poverty mapping in inter-censual years, the analysis of material deprivation, the analysis of determinants of social inclusion, subjective wellbeing of public work programs participants); (3) examples of country level analysis of drivers of exclusion (barriers to formalization in the labour market, gender disparities in the labour market, disruption in social networks following urbanizations, attitudes towards multi-ethnic states); (4) building inclusive safety nets (an assessment of safety nets in the region, the political economy of welfare reform, micro-simulations of social assistance reform, the adoption of better tools to improve targeting performance). The chapters combine sophisticated techniques which are at the frontiers of poverty analysis (small area estimation, efficiency analysis applied to household welfare, micro-simulations) with less ground-breaking papers which take advantage of innovative datasets or perspectives deeply grounded in the policy dialogue in the countries of the region. By providing a wide spectrum of innovative and policy relevant analytical contributions this book will be of broader interest than for observers of the region.

It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. The term "sustainability" is commonly associated with a firm’s environmental attentiveness, although there are two other areas in which companies should be sustainable: social, to achieve an adequate relationship and fluid communication with their stakeholders, and economic, to accomplish transparent management and correct distribution of the wealth that is generated. The growing demand for corporate transparency encourages the publication of sustainability or corporate social responsibility (CSR) reports, providing information of a non-financial nature concerning the social and environmental dimensions of business activity, namely relations with local communities, the protection of human rights, corporate governance, and adaptation to climate change. Being no exception, and following the European agenda for sustainability development, several governments have implemented tax measures that promote sustainable consumption and production patterns to reduce energy dependence on external sources and efficiently achieve international targets, among others, within a context of neutrality of the tax system. This is where environmental tax incentives come in, underlying a paradigm shift. The relationship between tax policy and environmental policy is seen by governments as an opportunity to adjust the tax system to a more energy-efficient economy in the use of resources. For instance, green tax incentives motivate investors to invest in green properties, encouraging them to opt for greener solutions. That is, tax incentives should be viewed as a tool to empower taxpayers to change actions that may reduce carbon emissions and contribute to sustainability.
