Education reform alone will never be the full solution; to resolve racial inequity, cities such as Rochester must first dismantle segregation. Drawing on never-before-seen archival documents as well as scores of new interviews, Murphy shows how discriminatory public policy and personal prejudice combined to create the racially segregated education system that exists in the Rochester area today. Alongside this dismal history, Murphy recounts the courageous fight for integration and equality, from the advocacy of Frederick Douglass in the 1850s to a countywide student coalition inspired by the Black Lives Matter movement in the 2010s. This grinding antagonism, featuring numerous failed efforts to uphold the promise of Brown v. Board of Education, underlines that desegregation and integration offer the greatest opportunity to improve educational and economic outcomes for children of color in the United States. Book excerpt: An African American Dilemma offers the first social history of northern Black debates over school integration versus separation from the 1840s to the present. Since Brown v. Board of Education in 1954 Americans have viewed school integration as a central tenet of the Black civil rights movement. Yet, school integration was not the only--or even always the dominant--civil rights strategy. At times, African Americans also fought for separate, Black controlled schools dedicated to racial uplift and community empowerment. An African American Dilemma offers a social history of these debates within northern Black communities from the 1840s to the present. Drawing on sources including the Black press, school board records, social science studies, the papers of civil rights activists, and court cases, it reveals that northern Black communities, urban and suburban, vacillated between a preference for either school integration or separation during specific eras. Yet, there was never a consensus. It also highlights the chorus of dissent, debate, and counter-narratives that pushed families to consider a fuller range of educational reforms. A sweeping historical analysis that covers the entire history of public education in the North, this work complicates our understanding of school integration by highlighting the diverse perspectives of Black students, parents, teachers, and community leaders all committed to improving public education. It finds that Black school integrationists and separatists have worked together in a dynamic tension that fueled effective strategies for educational reform and the Black civil rights movement, a discussion that continues to be highly charged in present-day schooling choices.

Book excerpt: Five case-studies of mid-sized Northeastern communities—Dayton, Hartford, Rochester, Trenton, and Wilmington—are used to examine and analyze school desegregation experiences. Qualities likely to encourage the peaceful achievement of racial balance are described. The study concludes that parents are most concerned about safety, educational quality, and their ability to exert influence over their children's schooling. This study describes and analyzes how five communities in the northeastern United States have addressed the subject of desegregation. Dayton, Ohio; Hartford, Connecticut; Rochester, New York; Trenton, New Jersey; and Wilmington, Delaware share the experience of having increasingly large, poor minority populations surrounded by mostly white, generally affluent suburbs. All five are similar mid-sized urban communities which have been consistently or intermittently involved with school desegregation. Historic and demographic issues, legal considerations, political, administrative, and community responsibility are explored by Stave as factors in the achievement of racial balance. Scores of interviews augment legal decisions and public documents. Stave finds that rapidly shifting populations make projections somewhat risky; however, respecting certain widely held concerns will make desegregation more likely. Parents seek a safe environment for their children and want to have a say in where their children are educated. Committed and charismatic leadership, extensive community participation, the availability of enhanced educational components to guarantee a high quality of education, cooperative city-state relations, and a metropolitan region large enough to discourage white flight are qualities likely to encourage the achievement of racial balance. An important reading for public officials and scholars involved with education policy, and urban and minority affairs.
