Book excerpt: In 1966, a soft-spoken 32-year old man emerged from relative obscurity and humble background to become Nigeria's Head of State and Commander-in-Chief of the Armed Forces. His name was Lt Col (later General)Yakubu Gowon. He emerged as the compromise candidate following the political crisis that engulfed the country after the July 1966 military coup that had led to the assassination of the country's first military Head of State, General Aguiyi Ironsi. At the end of the Civil War in 1970, General Gowon's doctrine of 'No Victor No Vanquished' greatly endeared him to many, and he was variously dubbed 'Abraham Lincoln of Nigeria', 'a soft spoken but dynamic leader' 'a real gentleman' and 'an almost faultless administrator'. However, after he was overthrown in a military coup in July 1975, long knives were drawn out for him, with the hitherto friendly press and public crying 'crucify him', and now variously vilifying him as 'weak' and of managing a purposeless administration that had led to the 'drifting' of the nation. In this book Professor J. Isawa Elaigwu attempts a scholarly political biography of someone he believes has rendered great ser­vices to the Nigerian nation despite his weaknesses as a leader. He rejects the notion that Gowon's nine years in office were 'nine years of failure' as the General's ardent critics posit, arguing that if it is possible to identify a number of thresholds in his administration, it is also possible to identify the approxi­mate point in time when the strains of his administration became visible to observers and the public in general. He poses and methodically seeks answers to a number of fundamental questions: Who was Yakubu Gowon? Why and how was the reservoir of goodwill and credibility which he had accumulated by the end of the Civil War expended? What image of Nigeria did he have when he came into power? And did he ever achieve his objectives? The book, first published in 1986, has been revised and expanded for this edition.

Book excerpt: Araba(separation) was a word first used by rioters at a Bauchi demonstration signaling the Northern peoples desire to break from the federal republic of Nigeria. The catalyst for its first use was the cold-blooded murder of some prominent Northern elites, including the Premier of the North, Sir Ahmadu Bello, the Sardauna of Sokoto, by predominantly Igbo officers, on January 15, 1966 Araba became a rallying cry for the Norths disaffection with the state of affairs after Irons promulgation of the obnoxious decree No 34, making Nigeria a unitary state. In some quarters, it became resonant and synonymous with the rampant killing of Igbos in the North. These killings (similar things were happening to Northerners in the East) necessitated the mass movement of Igbos to the East and Northerners to the Northern territories. The Norths disaffection with decree No 34 led to the overthrow of Irons regime by predominantly Northern officers, led by, amongst others, M. Muhammed. However, military decorum and Northern political leadership demanded Muhammed defer to Gowon, even though Gowon was never part of the coup plan or a strong supporter of it. Indeed, if anything, he tried to quell it. The abrogation of decree No 34 and the creation of the twelve-state structure by Gowon was the final straw that broke the camels back for Ojukwu, who consequently proclaimed his territorys secession from Nigeria and the creation of an independent republic of Biafra formed out of the Eastern states. The seed for a bloody civil war was thus cast, and for four years the East felt the worst for it. However, the magnanimity of a blanket amnesty given to all the rebel soldiers at the end of hostilities was admirable, and an intelligent piece of statecraft, responsible for the easy and smooth absorption of those in the East into the economic and political life of the country.

This study found that Nigeria under Gowon began to assert independent foreign policy after it gained sovereignty from Britain in 1960. It also found that the Nigerian civil war that lasted for 3 years had a profound effect on Nigerian foreign policy under Gowon. The study recommends that Nigerian government should abandon its strategy of unwarranted financial aid that could be detrimental to the domestic economy. It also recommends that citizen's diplomacy is needed for dynamic foreign policy formulation.
