Book excerpt: This is a follow-up to the Committees report (HCP 98, session 2002-03, ISBN 021501328X) which looked at the outcome of the World Summit on Sustainable Development (WSSD), which took place in Johannesburg in 2002. This report examines the UK implementation of the WDC commitments. A briefing by the National Audit Office (included in this report) reviews the co-operation between the UK Department for Environment, Food and Rural Affairs (DEFRA) and the UN Sustainable Development Commission (SDC). The WSSD Table of Commitments should be regarded as a delivery mechanism, even though it was not drafted clearly enough. UK Government departments should incorporate WSSD commitments more vigorously into their departmental activities, and there should be more comprehensive and frequent progress reports for the benefit of Parliament, the general public, and the SDC.

Book excerpt: The Committee's report finds that, over the past decade, the Government has failed to rise fully to the domestic challenge of climate change, and its likely failure to reach its domestic target on reducing carbon dioxide emissions will have a damaging impact on the UK's international leadership role in reaching a post-Kyoto agreement. Although the Government has introduced some new arrangements for co-ordinating climate change policy more effectively across Whitehall, the scale of the challenge and the complexity involved in radically restructuring the economy to bring about the needed emission reduction targets requires further changes. There is a need for a strategic review of Government action to ensure that the leadership and responsibility for the development and delivery of climate change mitigation and adaptation policies is clear, as well as a new long-term policy framework to ensure that policies introduced today do not undermine our ability to reduce emissions in the future. The Committee also recommends that a new and authoritative body be established within the Cabinet Office to drive forward policy and to diminish the potential for a conflict of objectives between departments.

Book excerpt: The regular annual report, the Sustainable Development in Government report, covering the whole of central government on environmental and sustainable development issues, is seen as a success in the "greening government" initiative since 1997, along with the Framework for Sustainable Development on the Government Estate. Reporting by individual departments is less satisfactory. The Framework contains targets for departments on public reporting of their sustainable development impacts, but they are neither demanding nor specific. Some significant areas of departmental activity fall outside the parameters for sustainable development reporting, for example involvement in PFI contracts, and the Committee wants departments to be able to report on these matters. The UK Sustainable Development Strategy required all departments and executive agencies to produce an annual Sustainable Development Action Plan (SDAP) by December 2005. The Committee is disappointed that 14 departments and agencies did not meet this deadline. The Committee would like SDAPs to be published alongside the departmental annual reports in the spring. This report also includes, as an annex (p. 11-41), the National Audit Office briefing, detailing the findings of its review of annual sustainable development reporting by UK government departments in 2004.

Book excerpt: This report is about how the Government: sets targets for reductions in UK green house gases; assess progress towards these targets by forecasting the likely levels of future emissions; choose policy instruments to deliver the requisite cuts in emissions; and revises its package of policies in the light of experience. It is two main parts, the first looks at the Climate Change Programme Review, whilst the second examines the proposed Climate Change Bill. The Climate Change Programme Review revealed a number of weaknesses in the UK climate change policy as it became apparent that the target of a 20% reduction in carbon emissions by 2010 would be missed. Revisions to the projection of emissions had not been done frequently enough, so by the time Ministers knew there were problems it was too late to introduce new measures. The programme is however likely to be rescued, somewhat, by Phase II of the EU Emissions Trading Scheme, which promises to deliver some real savings. The draft Climate Change Bill, alongside other developments such as the creation of the Office of Climate Change and requirements of the Climate Change and Sustainable Energy Act 2006, are broadly well designed and a far-reaching responses to these issues.

In simple terms, we need to learn to use the world's rapidly depleting resources in a significantly more efficient manner. Practical and readily adopted solutions are needed now. Eco-efficiency-or "produce more with less" – is achieved when goods and services satisfy human needs, increase the quality of life at competitive prices and when environmental impacts and resource intensity are decreased to a degree that keeps them within the limits of Earth's expected carrying capacity. Eco-efficiency – a term first proposed by the World Business Council for Sustainable Development in 1992 – is a management approach that allows businesses to carry out environmental protection measures from a market-oriented point of view, with the aim of illustrating that ecology and the economy do not need to be a contradiction. Indeed, eco-efficiency has been portrayed as a win-win-for both business and the environment. This book, which developed out of two conferences on eco-efficiency held in Düsseldorf in 1998 and 2001, is edited by Ernst Ulrich von Weizsäcker and his team from the Wuppertal Institute for Climate, Environment and Energy, one of the world's leading research programmes on resource productivity. The aim is not simply to explain the past and present of eco-efficiency but to look forward to and encourage a future where the comprehensive take-up of the concept by business, government and consumers could lead to innovation on a grand scale and the possibility of a giant leap beyond towards overall sustainability. There have been considerable achievements to date. The Dow Jones Sustainability Index, which aims to list the most sustainable corporations for investors, includes companies such as BASF, Climatex, Henkel and Matushita/Panasonic (all represented in this book), who are implementing eco-efficiency measures. A number of political initiatives have also been formed. In December 2001, the German government suggested a National Sustainability Strategy to measure Germany's sustainable development. While this not yet an accepted political target or even law, it shows that politics is moving toward binding targets for increasing efficiency. Eco-Efficiency and Beyond collects together the leading thinkers on the topic and aims to illustrate not only that the concept should be part of every business strategy but that it is a key trigger for innovation. Innovation cuts through paradoxes. It is the creation of solutions to conflicting demands. Flying in a vacuum gave us rockets and satellites; switching electrons through insulators gave us Silicon Valley and the digital age. Sustainable development presents a similar field of paradoxical innovation forces: i.e. provide affordable products and services for the growing unmet needs of the world population while reducing environmental impacts. Book excerpt: Sustainable development is now widely accepted as a political objective in the UK and elsewhere but to what extent has the UK’s rhetoric on sustainable development become a reality? The aim of this book is to critically examine the UK’s approach to promoting and delivering sustainable development. It begins by providing a detailed account of UK law on sustainable development by reviewing the various policy, institutional and legal mechanisms used by the UK since the 1980s and by devolved administrations since devolution took effect in 1999. Progress has been slow, too slow and, according to the scientists, time is running out. To deal with this lack of progress, the book advocates increasing the status of ecological sustainability and sustainable development through the introduction of a wide range of legal mechanisms which would compel the change needed. The book calls for ecological sustainability, or respecting the Earth’s environmental limits, to be afforded the status of legal principle and argues that with ecological sustainability at its normative core, sustainable development could provide an effective framework for decision making and governance. It argues that to support this approach and ensure consistency, the time has come for sustainable development to receive explicit legal backing. Over and above its symbolic and educational value, legislation can impose mandatory rules on policymakers and decision makers, often with meaningful consequences both inside and outside the courtroom. To this end, the book contributes to the theory on sustainable development governance by suggesting three possible legislative approaches for such intervention. The volume concludes that while a lack of leadership on sustainable development may hinder the introduction of these innovations, once introduced, these innovations would equally provide much needed support for effective leadership towards a sustainable future.
