The Committee recommends that the Government publish a White Paper before the next general election setting out how our society needs to prepare for a longer life, and establish two cross-party commissions to respond to the ageing society. Book excerpt: Government measures to reduce the liability of the state for supporting people in their retirement are being managed separately, without adequate consideration of their combined impact on the overall objective of increasing retirement incomes. There is no overarching programme or single accountability for encouraging people to save for retirement. The Treasury leads on overall savings strategy, and DWP on workplace saving but, without a whole system view there is a risk that individual, but co-dependent interventions may not be effective in increasing saving for retirement. Spending on the state pension and pensioner benefits increased from 5.5 per cent of GDP in 1990 to 6.9 per cent in 2011-12, in part because of the growing pensioner population, but also because of increased spending per capita on pensioner benefits. The Government expects to reduce the potential long-term spending liability by increasing the future state pension age, introducing automatic enrolment into workplace pensions and changing the state pension. However the existing initiatives to manage this problem face challenges. Government does not have a formal published strategy to influence employers. The success of encouraging saving for retirement through automatic enrolment into a pension also depends on the responses of individuals, pension providers and employers - in particular on the proportion of employees who remain with the schemes. The value of the UK state pension, as a proportion of pre-retirement earnings, has historically been low compared to other developed countries, and projections for future spending on state pensions and pensioner benefits may prove too optimistic

Book excerpt: The Communities and Local Government Committee calls on the Local Government Ombudsman (LGO) to raise its game significantly. To deliver its role as independent arbitrator in disputes about unfair treatment or service failure by local authorities, the Local Government Ombudsman must tackle operational inefficiencies rapidly and conduct its own activities with credible effectiveness. The LGO must implement the changes identified by the recent Strategic Business Review. The LGO management's rationale for not publishing the 2011 Strategic Business Review in full was unconvincing and suggests there may be insufficient appetite for change within the LGO. The LGO must explain which findings from the Strategic Business Review will be implemented in full and in part, and provide a timetable for this. It also needs to set out the arrangements and timetable for appointing the new Chief Operating Officer (and their responsibilities). In future the LGO must be completely clear with all parties about the criteria it applies in order to determine whether cases are assigned to be resolved through a mediated process to achieve redress, or are allocated for full investigation and formal determination. Likewise the LGO must be transparent about the procedures that apply when any case is moved from one process to another - such as when mediation fails. The Government must explain how it will monitor the implementation of reorganisation at the LGO. An annual, independent staff survey should be reinstated at the LGO with results published.

Book excerpt: In this report the Public Administration Select Committee (PASC) concludes that, despite the positive steps implemented by the Statistics and Registration Service Act 2007 (the Act), there remain issues and concerns about the way government statistics are produced and disseminated which remain a genuine risk to public confidence in the statistical system and must be addressed. The Act was intended to ensure that statistics are produced to the highest professional standards and that effective governance structures are in place to protect transparency and accountability and the Committee found the Act had helped to improve the operation of the statistical system. However, the Act needs to have greater clarity and transparency in the way it operates and in the functioning of the UK Statistics Authority (the Statistics Authority). Those who regulate the quality of National Statistics are in the same organisation as those officials who produce data: the two groups should have a clear separation in practice, but this is hard to demonstrate when they work in the same building and share support services. It is also not appropriate that ministers should have lengthy prior access to certain statistics but other interested parties do not. The Statistics Authority does not seem to have sufficient control over the quality and integrity of the different data sets and statistical products produced by departments and their agencies. Planning and improving data access both within Government and for users outside Government should be given greater attention by the Statistics Authority, as well as by Government departments.

The Report considers the increased tensions between ministers and officials which have become widely reported, and places the problems in Whitehall in a wider context of a Civil Service built on the Northcote-Trevelyan settlement established in 1853 and the Haldane principles of ministerial accountability set out in 1919. The government's Civil Service Reform Plan lacks strategic coherence and clear leadership from a united team of ministers and officials. The Northcote-Trevelyan Civil Service remains the most effective way of supporting the democratically elected Government and future administrations in the UK. Divided leadership and confused accountabilities in Whitehall have led to problems: a low level of engagement amongst civil servants in some departments and agencies, and a general lack of trust and openness; the Civil Service exhibits the key characteristics of a failing organisation with the leadership are in denial about the scale of the challenge they face. There is a persistent lack of key skills and capabilities across Whitehall and an unacceptably high level of churn of lead officials, which is incompatible with good government.

The Government plans to follow five principles for modernising public services: wherever possible choice will be increased; public services should be decentralised to the lowest possible level; public services should be open to a range of providers; ensuring fair access to public services and that public services should be accountable to users and to taxpayers. In applying these principles it is recognised that different public services have different characteristics and the proposals are tailored accordingly. In essence, three different categories of public services are identified: individual services; neighbourhood services; and commissioned services. For individual services the aim is to put power in the hands of the people who use them; for neighbourhood services the aim is to put power in the hands of the elected councils; and for commissioned services, the intention is to open up and, where appropriate, decentralise commissioning to ensure greater quality and diversity.

Book excerpt: The currently influential book 'Nudge' by Richard Thaler and Cass Sunstein advocates a range of non-regulatory interventions that seek to influence behaviour by altering the context or environment in which people choose, and seek to influence behaviour in ways which people often do not notice. This approach differs from more traditional government attempts to change behaviour, which have either used regulatory interventions or relied on overt persuasion. The current Government have taken a considerable interest in the use of 'nudge interventions'. One aim of this inquiry, therefore, is to assess the evidence-base for the effectiveness of this approach. However it also examines evidence for the effectiveness of other types of policy intervention and asks whether the Government make good use of the full range of available evidence. The Committee's central finding is that non-regulatory measures used in isolation, including 'nudges', are less likely to be effective. Effective policies often use a range of interventions. A lot more could, and should, be done to improve the evaluation of interventions. Specific recommendations include: the Government must invest in gathering more evidence about what measures work to influence population behaviour change; they should appoint an independent Chief Social Scientist to provide them with robust and independent scientific advice; the Government should take steps to implement a traffic light system of nutritional labelling on all food packaging.
