The Government has now introduced the Asylum and Immigration (Treatment of Claimants, etc) Bill into Parliament, with amended proposals (following representations from a number of parties including the Committee) for a single-tier tribunal system to reduce delay, with cases heard by an immigration judge, and judicial review available where there has been an 'error of law' or if the case raises an important point of law.

Book excerpt: The Committee's report examines the proposals made by the then Lord Chancellor 's Department (now the Department for Constitutional Affairs) in June 2003 to reform publicly funded immigration and asylum work, particularly the proposals to set maximum limits on the amount of public funding available in individual cases. Due to time constraints imposed on the Committee's inquiry, the report was unable to scrutinise in depth the revised Government policy developments that have been subsequently announced. The Committee's findings include that the Government 's original proposals were hurried and the revised proposals are unhelpfully vague. These need serious further work, and until a properly considered package of reforms is brought forward, it recommends a moratorium on the time and funding limits for publicly funded asylum and immigration work. The report supports proposals for a new accreditation scheme, and calls for the allowance of extensions in genuine and complex cases to be sufficiently broadly defined to take account of issues raised in the report.
