GAO noted that: (1) during the review of the operation of the Air Force personnel data system for the period April through October 1967, it found that the system was not furnishing the Air Force with data of the reliability desired; (2) base-level records were inaccurate and certain types of source documents were missing; and (3) the reasons contributing to the inaccuracies were: (a) lack of adequate review procedures to ensure the accuracy of personnel information; (b) absence of standards for evaluating the reliability of system data; (c) ineffective guidance and instruction by higher levels of command; and (d) inadequate staffing and training of personnel.

Book excerpt: In our December 2001 report, "United States Postal Service: Information on Retirement Plans" (GAO-02-170), we raised the question of whether the United States Postal Service (USPS) was paying more or less than appropriate to cover benefit payments for the Civil Service Retirement System (CSRS) for which it is responsible. In May 2002, we asked the Office of Personnel Management (OPM) to calculate a hypothetical "Postal Fund" balance and projected funding status by estimating the present value (PV) of the future benefits USPS is required to fund for CSRS retirees and survivors under current law and extent to which prior and projected future contributions required by current law would fund these benefits. OPM released its analysis in November 2002, indicating that, based on current contributions, USPS's CSRS obligations would be significantly overfunded in the future. The Administration has proposed legislation that addresses this overfunding. In this correspondence we will (1) review OPM's analysis for reasonableness and (2) analyze the legislative proposal to identify any issues needing further consideration.

Book excerpt: A review of overtime practices of federal agencies indicates that there is a need for each agencies' internal audit group to constantly monitor the agencies' payroll systems, as well as program activities, to ensure that internal controls are in place and properly implemented. Abuse of overtime seems to be widespread due to certain deficiencies in agency control systems. These include: (1) improper or missing authorization for overtime; (2) lack of adequate batch controls, record counts, and control totals which permit unauthorized changes in information affecting employee's pay; and (3) failure to provide feedback to supervisors on overtime paid to employees which allows improper overtime to remain undetected.

Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: The Human Resources Line of Business (HR LOB) initiative, under Office of Management and Budget (OMB) direction and Office of Personnel Management (OPM) management, aims to increase operational efficiencies and cost savings governmentwide by transitioning outdated and decentralized federal agency human resources information technology systems to pre-qualified public sector or commercial shared service center providers. Section 747 of Division D of the Fiscal Year 2008 Consolidated Appropriations Act (Pub. L. No. 110-161) required OMB to provide to the Congressional Committees on Appropriations of the House and Senate a report on a number of issues, including the role of public-private competition as part of HR LOB, and for GAO to review OMB's report and brief the committees on GAO's views concerning the report. On September 10, 2008, we briefed congressional staff on the results of our review, and that briefing is reprinted in full as an enclosure to this letter. As agreed, this concludes our work performed under this mandate.
