Book Telecom Nation

Download or read book Telecom Nation written by Laurence B. Mussio and published by McGill-Queen's Press - MQUP. This book was released on 2001-04-27 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Laurence Mussio examines how federal and provincial public policy tried to keep pace with the diffusion of telecommunications, consumer demand, and a rising tide of technological innovation. Telecommunications regulation struggled to maintain a balance between producer and consumer in an increasingly complex field and policy makers were compelled to defend the national interest in international telecommunications arrangements or by making far-reaching decisions about transcontinental microwave systems and satellites. By the late 1960s national policy makers had embraced the arrival of the computer - especially once it began to be wired into Canada's communications infrastructure. Telecom Nation explores the impact of the computer on government policy and the first attempts to build a "national computer utility" - the beginnings of the Internet - twenty-five years before it became a reality. Based primarily on the rich and largely untapped sources at the National Archives of Canada, Cabinet records, provincial archives, and private sector repositories, Telecom Nation provides an essential background to contemporary public policy issues by examining how governments reconciled technological change, private enterprise, consumer demand, and the public good in communications. It will be required reading for students and specialists interested in telecommunications, public policy, and technological change.

Book The Government Taketh Away

Download or read book The Government Taketh Away written by Leslie A. Pal and published by Georgetown University Press. This book was released on 2003-04-01 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Democratic government is about making choices. Sometimes those choices involve the distribution of benefits. At other times they involve the imposition of some type of loss—a program cut, increased taxes, or new regulatory standards. Citizens will resist such impositions if they can, or will try to punish governments at election time. The dynamics of loss imposition are therefore a universal—if unpleasant—element of democratic governance. The Government Taketh Away examines the repercussions of unpopular government decisions in Canada and the United States, the two great democratic nations of North America. Pal, Weaver, and their contributors compare the capacities of the U.S. presidential system and the Canadian Westminster system to impose different types of losses: symbolic losses (gun control and abortion), geographically concentrated losses (military base closings and nuclear waste disposal), geographically dispersed losses (cuts to pensions and to health care), and losses imposed on business (telecommunications deregulation and tobacco control). Theory holds that Westminster-style systems should, all things being equal, have a comparative advantage in loss imposition because they concentrate power and authority, though this can make it easier to pin blame on politicians too. The empirical findings of the cases in this book paint a more complex picture. Westminster systems do appear to have some robust abilities to impose losses, and US institutions provide more opportunities for loss-avoiders to resist government policy in some sectors. But in most sectors, outcomes in the two countries are strikingly similar. The Government Taketh Away is essential for the scholar and students of public policy or comparative policy. It is also an important book for the average citizen who wants to know more about the complexities of living in a democratic society where the government can give-but how it can also, sometimes painfully, "taketh away."

Book From Telecommunications to Electronic Services

Download or read book From Telecommunications to Electronic Services written by Robert R. Bruce and published by Butterworth-Heinemann. This book was released on 2014-05-16 with total page 616 pages. Available in PDF, EPUB and Kindle. Book excerpt: Report of the Study of Telecommunications Structures: From Telecommunications to Electronic Services: A Global Spectrum of Definitions, Boundary Lines, and Structures focuses on the advancements in the processes, methodologies, and regulations involved in telecommunications and electronic services. The book first elaborates on common themes and a comparative analysis, including a comparative assessment of definitional and boundary line issues; varying national approaches to the structures of the telecommunications industry; and "engines" for change, institutional mechanisms, and economic pressures. The manuscript then examines international policy issues and institutional perspective of international issues. Topics cover agreements for information and financial service-oriented networks; enhanced service interconnection; impact of international satellite services on national tariff and service policies; and spillover of changes in domestic policy to the international arena. The publication takes a look at the growth of telecommunications and electronic services in the United States, United Kingdom, Japan, and Canada. Discussions focus on the British approach to service definitions and categories; definitional issues raised by the telecommunications business law; reconciling competitive goals with advanced service capabilities; jurisdictional boundaries in Canadian telecommunications; and domestic satellite policies. The text is a valuable source of data for telecommunications and electronic services experts wanting to explore the progress in telecommunications and electronic services.
